We the people already pay a gasoline tax at the pumps, to levy an additional tax would constitute double jeopardy. Ironically Democrat leadership seem to have no problem with levying a tax upon a tax upon a tax. There is a breaking point at which the people will revolt, I really don’t want to see gasoline dumped in the bay, tea was environmentally friendly at least. If you want to guide people to all electric cars, that’s easy give people the same incentives you give large corporations. How about buy a electric vehicle and pay no sales tax, no registration fees and no annual car tax! That’s how you get people to switch over, by um a NOT taxing them! Hello? |

Evidently 'the public' is seen as the bottomless-well solution to 'funding shortfalls' and new objectives; undoubtedly business will try to avoid being taxed by saying they will 'pass on' such costs, but the real bottom line is WE can only afford so much, so figure out how to ECONOMIZE (which you apparently expect the public to continuously do!) Try taking a PAY-CUT (like we effectively have to do when taxes rise) to cover the costs! How about reducing your Cadillac health and retirement benefits? Get creative for a change, we are tapped-out. |

This means that approximately 99% of the new cars currently available for sale in the New England area are gasoline internal combustion engine vehicles. Thus, one of the greatest obstacles to increased use of zero and low emission vehicles may be the automakers' abilities to make these cars. |

While individual autos will likely remain a major part of overall transportation, our country lags severely behind most other developed nations in public transportation. A robust and modern public transportation system can only augment economic growth (not deter it) therefore such an investment will have both positive economic as well as environmental benefits. |

This has climate impact in the embodied energy in the car and associated carbon emissions are not recovered. I would recommend that the following actions to create a lower-carbon transportation infrastructure be seriously analyzed and the best candidates implemented:
- improved bus transportation networks using the cleanest and most reliable powerplant technology - e.g. electric, fuel cell, hybrid.
- free car sharing apps so that citizens can self-organize into carpools
- light rail lines where they can be well-utilized
- improving existing rail and subway systems
- planning for autonomous cars that would eventually replace personally owned cars with anew model of "transportation-as-a-service"
- subsidized bicycle lanes and trail systems
- research viability of publicly available electric scooters and bicycles and how to deploy them safely
- promotion of free public/private transportation apps that determine the best modality and routes for destinations throughout the Northeast |

The purpose of government is to protect our individual rights as the Declaration of Independence says. One does not have a right to an unchanging climate.
Also, the TCI is unjust. Why should people from Springfield pay to protect the people of Boston from rising sea levels? Why should Massachusetts residents pay to protect say, Floridians from more hurricanes? Why should anyone sacrifice for others - shouldn't people take responsibility for their own lives and move to a better place or otherwise protect themselves from climate change. TCI is the exact opposite of personal responsibility - by forcing responsible people to sacrifice for irresponsible people it makes it harder for responsible people to protect themselves!
The government should not play any role in the climate change debate. If people want to protect themselves from climate change there's nothing stopping them. Please don't force us to sacrifice to somehow stop climate change. |

A comprehensive program creating a safe environment for biking and walking, along with improved public transportation is crucial for the health of our city and region and would make the region a more vibrant and desirable place to live. We also have a responsibility to future generations to play our part in mitigating the effects of climate change. Completing the pipeline will create temporary jobs and short-term profits for a few corporations while doing long-term environmental damage. |

I would be proud if my state, Massachusetts, joins the plan to reduce emissions. It is necessary that the policy has a strong component of equity by prioritizing clean investments in areas overburdened by pollution and/or for those who don't have access.
I am thankful for the bipartisan nature of this project, moving us forward while the federal government takes us backward. |
