Thus, we need to move away from fossil fuels as soon as humanly possible. This means making electric vehicles affordable to the average consumer and providing the necessary infrastructure for charging said vehicles. It also means improving our crumbling infrastructure and expanding mass transit. In addition, this means electing a president who, through the power of the people, can bring about these necessary changes on both a national and international level. In my view, that means ensuring that Senator Bernie Sanders not only wins the Democratic primary, but also the general election. He is the only one who truly understand that it takes creating a movement of millions of people to bring about real change. Bernie understands that real change never happens from the top down, but from the bottom up. Bernie has been working to create this movement since 2016 and has had great success. So, please do everything you can to ensure that Bernie is our next president.
Sincerely,

Doing so ends corporate welfare which seems preferable to using the word "tax". A carbon tax would be good but may not be passed under the current administration. Ending a subsidy (corporate welfare) might be more palatable. A carbon tax on imported fossil fuel may be appropriate.
From a local point of view, we should ease the transition to electric cars. There should be encouragement or subsidies for workplace charging stations, and lots of them. All new homes and apartment complexes should incorporate 220V outlets conveniently located in parking areas. See the Atlanta, GA, ordinance.
We should encourage development of Thorium based nuclear reactors. These are inherently safe and can consume nuclear waste.
We should encourage Electric Vehicles that can feed energy back to the grid (V2G). This could reduce or eliminate need for utility sized batteries. A lot of cars supplying a small amount of energy each could be very effective. An initial subsidy would kick start this technology. It must be accompanied by net metering.

The imposition of such a cap-and-invest system would only raise costs to consumers and accomplish nothing to mitigate or moderate whatever future climate trends are measured or whatever future weather events occur in our region. New York's population is already declining, so this restrictive plan seems likely to accelerate that trend as other regions and states avoid similar misguided ideas. I therefore strongly oppose the adoption of the elements of this most unwise plan. |

A typical automobile uses less than two pounds of refrigerant. R290a can be used as a direct replacement for HC134a. Considering the fact that most automobiles have several pounds of highly inflammable gasoline or diesel fuel, and petroleum oils in their hot engine compartments, the addition of a small amount of propane in a sealed system seems inconsequential. The most common failure in air conditioning systems is a slow leak, resulting in the loss of refrigerant over a period of about one year. This amount of leakage of propane would be inconsequential, especially considering that the greenhouse effect from R290a is about 600 times less than conventional fluorocarbons. In a system designed from scratch it should be possible to locate the evaporator in a safe location with heat dissipation being transferred through an antifreeze based heat exchanger. I suggest high priority be given to elimination of fluorocarbon refrigerants. |

I recognize that rural states face challenges in achieving cleaner transportation, but we need to keep moving in that direction, and adding a modest charge to our carbon fuels is essential. We need to do this both to incentivize reductions in consumption and also fund clean alternatives. I know there will be howls of protest, but let me point out that these same voices are silent when market forces push fuel prices up, often by amounts greater than those proposed for TCI. Let's build into the price of our fuels an increment that will not go to out-of-state corporate profits, but instead fund important changes to our transportation system. |

While theoretically attractive, there are a number of practical reasons that carbon pricing will not work as theorized: In addition, The Regulatory Analysis Project (RAP) recently completed a relevant study: "Economic Benefits and Energy Savings through Low-Cost Carbon Management for Vermont" that raises additional relevant concerns. Other relevant concerns are discussed in the well-written attachment provided. I implore you to read it thoroughly, incorporating the points raised in your planning process. |

I worked for the Air Pollution Control Bureau back in the early seventies and attended Duquesne University on an EPA Fellowship earning a MS in chemisty. We had poor air quality then and still have poor air quality. I would like to think that we have better air quality fifty years later but that doesn't seem to be the case. I have two grown children that are both asthmatic, most likely to the poor air quality when they were growing up. The general health of most citizens here in western Pennsylvania could be better if the air quality would improve. |

I would like to see 100% of the investment go directly into electric vehicle incentives and EV infrastructure. Growing mass transit is a very laudable objective, however it requires a very difficult public behavior change and is clearly not practical in much of NY State.
Please continue and expand the direct purchase rebate for EV's in all states, NY is currently $2,000, NJ is better, currently at $5,000, applied at vehicle acquisition.
Please use the investment funds to incentivize the build out of EV DC fast charging stations across NY. The lack of DCFC infrastructure is a significant hindrance to the rapid adoption of EVs. The convenience of charging at home is great, but we need the DCFC infrastructure to be put in place to win over the majority of drivers.
In summary, I recommend all the investment dollars be directed towards reducing acquisition cost of ZEVs and incentivizing a reliable, robust, dependable, and prolific DCFC network across NY and the entire northeastern US.
Please see attached for my full feedback. |

Let the market place take a natural course. It is unfair to penalize the use of one product to subsidize another. Also electric and natural or propane vehicles are not paying a tax. Just in the last week, I've seen news articles that even major banks are realizing the importance of the climate crisis and abandoning the big oil companies. The time is now for Maryland and other states to embrace the new economy and support a healthy environment for the regions citizens. We can be a leader for other states and regions through an exciting new and sustainable economy (the green economy is the future) that is putting the health and future of all at the forefront. Let's not be left behind--we can be a leader. Global warming will decimate our shorelines, threaten our cities and economy, destabilize predictable climate and weather patterns that agriculture relies on, make conditions more favorable for novel viruses, and harm beneficial wildlife--plants, insects, and animals of which are the basis for our survival. |
