Cleaner transportation can protect our environment and grow our economy with green jobs that last.
We must include those left behind most often by prioritizing clean investments in areas overburdened by pollution and folks who don't have access.
It is amazing there can be bipartisan support of this project, moving local areas forward while the federal government moves us backward.
Massachusetts must join this initiative, I urge Governor Baker to get on board with this Transportation & Climate Initiative. |

You’re preparing to tax folks right out of living here. I’ve voted Democrat many times in the past...looks like that should change because obviously NO ONE is looking out for the little guy...just looking to continue to RAPE us of our hard earned money.

First, the government(s) should not be in the business of choosing winners and losers in the marketplace with the use of taxes, rebates, tax incentives, or any other artificial economic drivers. Let the marketplace function freely, and the most efficient and fair solutions will arise free of government interference, which has proven to be a poor substitute for the market time and time again.
Second, the need for infrastructure improvements and repairs (long lived assets) can be financed with long term bonds when we are in a very attractive borrowing cycle, but only if needed. This at least matches the asset life with the debt duration.
Third, Maine's budget is long on spending on "soft" programs to the detriment of hard spending. That reflects a fundamental difference that needs bi-partisan cooperation to solve, the likes of which we've not seen from Mills, Jackson, Gideon.
Fourth, Maine has some of the highest rates of overall taxation in the entire USA, while not representing any particular reason for that excessive spending. Perhaps Maine needs to review overall finances in a comprehensive manner.
Fifth, taxes should be direct, at the pump, and honest. This is neither. If you want to encourage conservative, a pump tax will have a subtle, direct effect. Not one I agree with, but it is honest.

I am opposed to the TCI plan as outlined: Capping sales of gasoline and diesel, requiring suppliers to purchase allowances in order to sell motor fuel, and having consumers pay higher prices at the pump in order to subsidize electric vehicles.
This proposal negatively impacts low income Vermonters, particularly those that live in rural areas of the state. It would only help those who are considering purchasing a new electric vehicle and/or those that live in urban areas with access to public transportation.
Furthermore, while some consumers may be able to choose public transportation or an electric car to avoid the increased cost in gasoline, there is no viable option for businesses that need diesel trucks. In Vermont, 25% of the motor fuel sold is diesel— and we need diesel trucks to haul milk, logs and other products that benefit our agricultural economy. Diesel is also sold with increasing blends of renewable biodiesel, which is critical for Vermont and the Northeast to meet our energy goals.
We ask you to slow down this process, consider taking diesel fuel out of TCI and ensure that renewable liquid fuels such as biodiesel are not taxed in the same manner as petroleum fuel. |

It is vitally important that everyone (individuals but also governments and corporations) begin to seriously address global warming emissions from all sources as quickly as possible. The... read more It is vitally important that everyone (individuals but also governments and corporations) begin to seriously address global warming emissions from all sources as quickly as possible. The Transportation and Climate Initiative is a great way to reduce emissions from the largest sector of such emissions, and so should have the greatest impact in a short amount of time.
Massachusetts has long been a leader in many areas including innovative ways to address environmental issues. It is important that we show the way for other states and countries in terms of taking global warming solutions seriously, putting detailed effective ideas on the table, AND being willing to pursue them. We must prioritize clean energy investments and provide equal access to underserved communities. Thus I respectfully urge you to formally join the Transportation and Climate Initiative's plan to reduce emissions. I realize it sounds far-fetched, but our willingness to address these issues directly affects the kind of future we leave for our children and grandchildren.
Thank you for hearing me and considering my views. Furthermore thank you for working with all political sides and not letting this devolve into a missed opportunity.

The verbiage around the act and it’s purpose is light on details about funding formulae and the amount of control given each organization. Will representation be pro rata - with New York and Pennsylvania controlling most of the money or will it be an organization of equals- where Rhode Island is on equal footing with New York.
Although the carbon fees, which let’s face it are taxes, are punitive. Most of the benefits for this will be the urban areas where there are more transportation options. People living in rural or exurban areas tend to have to spend more for motor fuels because of the need to travel greater distances. This group receives the least benefit but will probably pay more per vehicle. I also did not see an exemption for farm uses of diesel and gasoline.
Politically, their may be issues with the state governments allowing the fees to be collected and turned over to a non-governmental entity over which they do not exercise direct control. Also there does not seem to a sunset clause that would require the agreement be actively voted on for renewal. And, in the past, Massachusetts politicians have been less than honest about which programs will actually receive the money from certain taxes.
