It could be a key transit option for short trips - a few miles for walking and 10 or so miles for bicycles. Active transportation is a zero carbon transportation strategy, is a low cost option for infrastructure development and maintenance, offers great exercise options for participants, and offers low cost/no cost transportation (very high social justice alternative). Europe, with the Netherlands in the lead, has developed such networks and use is very high there - I've tried some of them and love them. My wife on her recumbent bike (severe arthritis) and I do most of our local travel and errands, including food delivery from our small farm and pickup of livestock feed, using our bikes. We were able to do so during the hottest days of summer and plan to do so through winter (proper clothing required). Only snow and ice covered surfaces stop us.
Again, I strongly recommend that bicycling and walking should form a key component of a new transportation strategy. |

Baker to bypass the state legislature to support TCI and skip the democratic process to create a multiple state program. We already have enough trouble getting our elected officials to provide funding for roads.
According to our State Constitution all state taxes must originate in the House. Governor Baker does not have authority to unilaterally raise taxes. Commonwealth Magazine reported that “The expectation of policy makers is that the cost of the allowances will be passed along to drivers at the gas pump, incentivizing them to use less, and the states will divvy up allowance money to support public transit and deal with climate change.”
The fund would allow powerful politicians to control and spend money completely separate from the legislature on non-road projects. Voters have repeatedly rejected gas tax hikes and carbon taxes. In California, where a similar program was launched, gas prices went up 12 to 14 cents a gallon and are over 4 dollars today. TCI is attempting to bypass the democratic process without forcing the legislature to take a vote. |

Once again a permanent gas tax is looming large on the horizon in the guise of “Climate Change” mitigation. Nothing like doing an end run, bypassing the legislative process a la Barack O’Bama. It’s bad enough we have a legislature that is 97% Moonbat, but we have RINO Charlie Baker who also serves at the altar of political correctness and climate change. Needless to say I expected as much from the legislature but am very disappointed with Governor Baker. |

Electric rail using renewable energy sources would be the way to go.We have to reduce our carbon footprint now and transition to cleaner more sustainable alternatives because if we fail to act now, we will destroy our economy and our planet. Natural gas is not a clean alternative. It leaks methane in every phase and is significantly accelerating green house gas emissions |

I strongly urge you to follow these guiding principles:
More public transit and electric vehicle infrastructure in rural areas
Expansion of commuter rail, electric vehicles, and streets in the suburbs that are safe, walkable, and bikeable
Sustainable and equitable housing near transit and electric bus fleets in urban communities
Thank you for your commitment to reducing carbon emissions related to transportation. Our lives are in your hands--the American people expect and urgently need your plans to successfully design and implement a policy that will help avoid the coming climate catastrophe before it's too late to prevent millions of deaths caused by global warming. |

I think the program should include a tax on carbon emissions at the same level in all the states. The proceeds should be applied to transportation improvements to be selected by each stae. Modeled on the successful system for reducing GHG emissions from power plants, this initiative to cap and reduce emissions from transportation fuel combustion is one part of a necessary plan to keep GHG emissions at a livable level. I read many of the comments already submitted and find strong support in heavily populated states such as Maryland, New Jersey, others, but opposition in Maine, where people now must rely on private cars in the absence of transit alternatives. This is where incentives should increase public electric transport and purchase of electric vehicles. Folks, we have a climate crisis here we simply must address. This initiative can be a big part of the solution. Thank you for the proposal. |

This will not be possible unless vehicle emissions are substantially reduced. Other nations and manufacturers have announced cutoff dates for the elimination of internal combustion vehicles, and we must do the same, as well as expand the infrastructure to support zero emission vehicles such as municipal and commercial recharging stations. All new gas stations should be required to also offer electric vehicle recharging as a condition of their construction permit. We have less than 30 years to do this, so we'd better get started. |

The Transportation and Climate Initiative is bold enough to cut harmful transportation pollution at the scale needed to avert the climate crisis. We need a plan that holds large transportation polluters accountable for the pollution they create and invests in clean transportation solutions including:
More public transit and electric vehicle infrastructure in rural areas
Expansion of commuter rail, electric vehicles, and streets in the suburbs that are safe, walkable, and bikeable
Sustainable and equitable housing near transit and electric bus fleets in urban communities
We need a bold and strong plan to save this world. Anyone who opposes this can only be doing so for selfish reasons.
The world needs us to fix what we as human beings have broken. |
