I’d like to reduce my personal carbon footprint and help reduce climate change. But I am a senior resident of Norwich, VT, living alone seven miles outside the business center of Norwich. There is no public transportation out here except the school buses, which I am not allowed to ride. I wish I didn’t have to take my car into town to get groceries and do errands.
Transportation is Vermont’s highest source of carbon emissions. As an otherwise proud citizen of Vermont, I hope the state government sees fit to join the Transportation and Climate Initiative (TCI) that aims to develop within one year a regional policy to cap and reduce carbon emissions from transportation fuels through a cap-and-invest program that would also earn funds to help us tackle our high emissions and implement transportation solutions statewide.
Cap-and-invest programs are not new. Our Regional Greenhouse Gas Initiative (RGGI) instituted in 2008 has reduced carbon pollution and raised funds to invest in improved weatherization that makes Vermont homes warmer and more energy efficient. With TCI, we can do the same in the transportation sector.
Across the country, cap reduction scenarios have led to environmental, health, and economic benefits. Some Vermonters may see TCI as merely a gas tax, but frankly I’m willing to pay a little more at the pumps when the outcomes are so critical and the long-term benefits so far-reaching.
Being at the table with the other TCI states will allow us to craft a VT policy that is equitable and could help us create a climate in which we can all thrive.

Mainers also deserve creative new choices and new investments to meet our transportation needs; the one thing we know is that pouring pollution into the atmosphere and sending our hard-earned money out of state for the oil that causes that pollution are NOT the way forward. An ambitious plan to reduce climate-changing transportation pollution is desperately needed and working together with neighboring states makes all kinds of sense. Maine could see significant economic, health, and environmental benefits by transitioning to cleaner and more efficient transportation options through adoption of TCI. PLEASE help us get off fossil fuel!! |

But it seems that there is no depth to which you will not sink in order to take even more money from us. This TCI boondoggle is a new TAX. The Baker administration is trying to sneak one over on the taxpayers by how they are trying to implement this thing. Second, this state does NOT deserve a tax increase. Third, the whole carbon footprint discussion is hogwash. And fourth, the voters have already voted down a gas tax increase. Voters are paying attention. DO NOT GO THROUGH WITH TCI! |

Shouldn't everyone care about reducing pollution from transportation? This is the largest source of global warming emissions, both regionally and nationally. The Susquehanna Valley's air quality is below what we should expect, and FAR below what it should really be.
I hope that Pennsylvania formally joins the plan to reduce emissions and with the state government's full backing and support. It's my hope that the policy includes a strong component of equity by prioritizing clean investments in areas overburdened by pollution and/or for those who don't have access. I'm grateful for the bipartisan nature of this project, and have sincere belief that this will move us forward, even while the federal government takes us backward.

I would... read more I am an electric car owner. I have been hearing that the state is leaning towards putting a lot of charging stations along 89 & 91. I hope that is NOT where the initiative is headed. I would much rather see money put towards light rail or the Vermonter and Ethan Allen trains and even buses go around the state frequently. I have friends all over the state and I must carpool or drive alone from Norwich.
To stop for even an hour somewhere I don't want to be for at least an hour is not going to get me to drive my Leaf to Montpelier. Technology and the car batteries need to get much better before this is a feasible idea.
If we want people to stop driving their fossil fuel cars, frequent mass transportation is the best thing. |

thank Gov. Lamont for being involved in the regional design process and request that Connecticut formally sign on to the initiative. We need the TCI leadership to choose the most aggressive greenhouse gas emissions cap since we have already lost precious time in our environmental efforts.
I'm also asking TCI policy has to include equity and investment in overburdened and under-served communities as a first and foremost priority. |

The states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, and the city of Washington, D.C., are working on a groundbreaking policy to modernize the transportation sector under the Transportation and Climate Initiative.
In order for this regional plan to work, governors of these states and the mayor of Washington, D.C., must ensure that this transportation plan is bold enough to cut harmful transportation pollution at the scale needed to avert the climate crisis. We need a plan that holds large transportation polluters accountable for the pollution they create and invests in clean transportation solutions including:
More public transit and electric vehicle infrastructure in rural areas
Expansion of commuter rail, electric vehicles, and streets in the suburbs that are safe, walkable, and bikeable
Sustainable and equitable housing near transit and electric bus fleets in urban communities |
