I have a BS degree in Meteorology, am quite familiar with regional air quality modeling, and understand all too well the issue of carbon emissions and the impact on climate.
With regard to the approach outlined by the TCI to reduce carbon emissions from the mobile source sector, it is fundamentally flawed.
First, the economic side: A "carbon tax" or "gas tax" is extremely regressive and hurts low-income individual, small business, and rural communities disproportionately. The relatively MINOR emission reductions gained by this approach will do nothing to curve "climate change" and only place an unnecessary burden on low income, rural Mainers. We do not have the ability in this state not to drive. Taxes without representation is a socialist concept, not one of a free society.
Second, the scientific side. To argue that ANY reductions in emissions from the transportation sector will "reverse" climate change is silly and unscientific. To think that if the world were to stop emitting carbon tomorrow (every living organism on the planet would need to stop breathing) and then believing the climate would return to 1800's levels, is farcical. Think about it. Can humans really control the climate? Ridiculous. The biggest fraud on the American public is when the courts ruled that CO2 was an air pollutant! How can that be, when CO2 is merely part of an organism's life cycle. CO2 is not and never should be considered a pollutant. This is a manufactured crisis. If the climate changes, for whatever reason, we adapt. Has happened over the millennium. Humans adapt to their environment, they cannot control it.
SAY NO to this ill-conceived plan. NO TAXES without representation, and CO2 is NOT a pollutant. |

While Maine roads and infrastructure remain in embarrassing conditions, slamming Maine's poor and middle class workers with more taxes to fund nefarious and doubtful reductions in “carbon foot print” is an insult to the great, hard working people of Maine. I wish that Governor Mills would listen and respond to the opposition of “we the people”, instead of playing wild and free with our money! |

We need a massive... read more While in another time, many years ago, this would have been a good idea, but we have squandered our time neglecting the climate problem and now the TCI is too little too late. We need a massive plan to transform our society similar to the war effort in the Forties and TCI is a feel good bandaid on a massive wound and will just distract us from focusing on a plan that will comprehensively address this crisis. This plan among other things, must address the neglected parts of our society, for to work, it must have the support of all citizens. It must also address the main cause of the climate problem: the capitalist system where the wealthy prosper and the poor are left to their own devices to survive; making things for commerce's sake, not because we need these things; increasingly extracting material from the earth as if it is inexhaustible leaving behind a polluted earth and air now so degraded that we are on the brink of extinction - all in the pursuit of market projections that our businesses must not fail to meet not what is the best we can do for mankind. This is time for the boldest thinking we can muster if we are to survive - not this weak answer to the most dire issue mankind has created or faced.

More frequent and reliable public transportation: Shuttles on regular routes and schedules between neighborhoods and between neighborhoods and immediate destinations; extended busways and light rail in concert with shuttles to do medium length trips
Greater access to electric vehicles: Charging stations at regular gas stations
More equitable system: Penalties for/ laws to preclude idling such as in Philadelphia; surcharges for passenger car commuting; higher license fees for passenger cars; incentives for small and electric car purchases; incentives/disincentives for trip consolidation and vehicles with single person; remove tolls for electric and multi passenger vehicles and increase tolls for other traffic
Cleaner transportation options for everyone in the region: All electric/natural gas buses and rail; fully developed and connected networks with functional interface between modes.

As mentioned by many environmental justice advocates and professionals; this and programs like RGGI do not go far enough to ensure that pollution is reduced at sites where exposure is most significant. A policy that exercises the use of the market to determine reductions allows only further loopholes into the process of assuring reductions at large, nonetheless controls over increased pollution in areas needing immediate ceasing of pollution. For these reasons, and with consideration for RGGI having been adopted, I think that we are too far along to reinvent the wheel on mechanisms similar in this policy to an ideal one, so I propose that it be changed drastically to accord with the proponents of this information or not adopted at all: https://climatejusticealliance.org/carbon-pricing-toolkit-vol-2/
The TCI should stipulate a reduction clause and anti credit stockpiling directive to ensure that communities already exposed to multiple forms of pollution, namely Newark, NJ, are enforced substantive and progressive reduction in pollution firstly and uninterrupted, all while the assurance of no overages in pollution limits and renewable energy implementations are inserted in such a locale that faces the most pressing need for intervention. |

The... read more While the TCI's work is commendable, I dispute that the proposed regional initiative is the proper path to follow regarding sustainable GHG emissions reductions across vehicle fleets. The proposal is incredibly flawed as it will simply act as an added layer of taxation that is in addition to heavy gasoline taxation. This added taxation is not an example of environmental justice as it will disproportionately affect people of lower income. Better alternatives include basic technology changes spurred by innovation alone. |

it is clear here in Maine that our outdated transportation system is the state's largest source of climate pollution. Furthermore, it doesn’t even meet the needs of Maine people. We deserve clean, modern, affordable transportation options that deliver economic, health, and climate benefits to local communities.
We must make bold changes now!

We are at a critical time in human history where we must take bold action to minimize our impact on the... read more I write to express my support for greatly reducing pollution caused by transportation. We are at a critical time in human history where we must take bold action to minimize our impact on the environment, especially in regards to the climate. I live in one of the worst counties for air quality in the country, Lancaster County, PA. This is a time when transportation, and certainly public transportation, needs a massive overhaul. I believe we must have more public transportation, but it must be clean. I have lived in places overseas when I studied abroad where public transportation made it unnecessary to own a car. That is not the case where I live now for where I need to travel. It is my great hope that we very quickly put policies into place that highly deter pollution, and we then pour our resources into areas like clean and green public transportation that will make an impact for the benefit of all. |
