I strenuously object to the TCI proposal as it undermines our Constitutional protections against taxation without representation. Calling something a fee is a tax by another name. All tax proposals MUST be generated through the legislative process and our elected officials in the Legislature. The TCI proposal is an "end run" around the voters of this state who would otherwise reject this proposal.
I urge a rejection of this unconstitutional proposal. |

But a regional plan that reaches all the way to Virginia makes a lot of sense, and we would be foolish not to take advantage of the market power of such a large populous area to reduce emissions. The climate crisis is the number one threat to the future of all residents of Vermont and the planet. The near term costs of economic transition will be a good investment in the future of our energy infrastructure. |

I STRONGLY support re-creating the electric trolley system that Massachusetts had until 1920 or so. Around then Mass had 3,200 miles of privately owned trolley tracks. Folks could travel throughout the state often faster than we can today before COVID, anyway. :-) Now that we are in Covid, hasn't everyone noticed how much cleaner the air is? What about looking at the stars at night? Since I live near Boston, light and air pollution have affected what I can see. Now that the air is cleaner, I can see more.
PLUS ... google for pictures on how several large cities around the world have much cleaner air because fewer people can drive. |

It always strikes me that in Europe the broad swath of the population feels comfortable taking the fast, clean, safe, and ubiquitous public transportation, whereas in third-world countries the public transportation is poor, filthy, slow, and often dangerous -- and the air is deeply polluted by the inefficient cars and trucks on the roads. The United States leans toward these latter conditions more than it does toward the former. Our roads are increasingly congested, our air is less safe to breathe, and we are contributing unconscionably to climate disaster. We need a complete overhaul of our transportation system and a public relations campaign to turn our citizens' minds toward using public transportation -- and toward that end, it needs to be fast, safe, reliable, and ubiquitous. |

We also live in an area in which the public transportation system is basically set up for the commuting workers in and out of Hartford, but is very inconvenient for evenings and weekends and those folks who work a non-9-5 schedule. If we as a nation are to move ahead with clean methods of transport, we need to invest in systems that people can use as an alternative to driving .

I call it " living between the highway and the freeway". I notice the remarkable connection between low income, poverty, and homelessness that surrounds this entire area...
We need a big switch in priorities to allow all people who share this city to have the same clean air as do those who can pollute more to live farther away from the city by driving their cars further! MORE POLLUTION FOR US! |

It is imperative that we reduce carbon emissions in that climate change is moving rapidly upon us, as evidenced by the accelerated melting of the polar ice caps. This will contribute to stronger storms , hurricanes, flooding and droughts. I fear a feedback loop of carbon and methane releases from the tundra region, which will further accelerate climate chaos.

In order to curb carbon emissions it is beyond clear we need better ways to transport ourselves, including goods and services. I strongly urge you to adopt a comprehensive plan that incorporates infrastructure upgrades to rail lines and a strong move toward electric vehicles, use of bike lanes and pedestrian friendly options for travel. It would be nice to live in an era where cars and trucks are not the first mode of getting from A to B. We need to do this NOW. |

To actually effect a critical reduction in VMT the "price at the pump" needs to start higher with assurances it will go even higher.
There should be explicit measures to address the inequitable hardship on low-income and rural households using some portion of the auction income to cushion this inequity. I hope Pennsylvania will join in this regional effort. |
