TCI Regional Policy Design Stakeholder Submissions

Any increase in fuel prices would be disastrous to the Massachusetts commercial fishing fleet. The earth has increased in temperature 0.8 degrees Celsius since the 1800s. Charging working families more for fuel will do nothing to change the earth's temperature, but will take money away from our families and lower our standard of living.

I strongly oppose this new tax; and more so the means/scheme by which it is being attempted to be implemented. This matter warrants higher visibility for all taxpayers to consider.

It is critical to look at, and act on the Climate Emergency from a holistic perspective. Transportation is an important sector to address, so is access to the local food system. Food Hubs are one solution to address food and transportation together. Funding from TCI could help support the creation of food hubs based on population density, demographics and relationship to food producing areas. Food Hubs that are decentralized but well planned shorten distance of travel from production of food to consumer, thus reducing miles traveled and fuel used. Hubs become spaces for building relationships, strong communities and encourage business enterprise development (i.e. value added products, or incubator accelerators). Hubs could be placed near population centers, thus addressing issues of food access and social equity. Food Hubs that prioritize regenerative, organic and soil building agriculture businesses can help accelerate soil as a carbon sequestering, or carbon drawdown opportunity. Food Hubs are a good investment for both reducing carbon use, capturing carbon, and supporting business development and community health and well being.

This proposed policy for low-carbon transportation is a blatant effort to disguise a gas tax increase. It’s a very deceitful attempt by TCI to institute a carbon tax without a vote by our lawmakers. As I understand it they plan to carry out their policy design through a “cap-and trade” system for motor fuel carbon emissions, more honestly referred to as a gas tax. Some in the Massachusetts government prefer to think of TCI as a regulation and not a tax, thus not requiring legislative approval. Call it what you will - we will all be paying more for gas just to support more wasteful and inefficient government spending.

To implement this policy without the support of the elected representatives of my state government is grossly irresponsible. If and when my elected representatives have the opportunity to consider and vote on it, I want the opportunity to hold them accountable for this tax. I consider the intent of this initiative to be fundamentally flawed and the likelihood of government spending to have any meaningful effect to be highly unlikely.

This initiative brings hope for a regional collaboration to reduce harmful pollution and needless expense in the transportation sector. Please hear the voices of the people who believe in science and support local solutions to local challenges. We have the ability to forge new ways of getting people where they want and need to go, without destroying our environment or contributing financially to the producers of fossil fuels, most of whom do not reside in New England. We have the ability, now we need to have the will to do the groundwork and follow through.

Achieving the objectives of the TCI demands better public transit. Period. Noting that the stated objectives of New York's TCI plan are to "reduce emissions, boost the economy, improve public health, and achieve fair and equitable outcomes for underserved communities," Citizens for Regional Transit implores our public servants to use the revenues derived from the proposed Cap & Invest initiative to invest in expanding mass transit in a region as densely populated as Western New York. The transportation sector is the largest contributor of carbon emmisions, and sixty percent of our transportation-generated carbon emissions come from light vehicles (cars), while only 3-4% come from buses. Thus, while the electrification of buses is welcome, we are not going to make much progress reducing our carbon footprint if vehicle miles traveled in cars is not dramatically reduced---which, in turn, cannot happen unless motorists are provided with viable transit alternatives to commuting by car. Given the relatively small proportion of carbon emissions from buses, this holds true whether or not buses are electrified. We need to improve the transit alternative to reduce VMT in order to reduce carbon emissions. Even the electrification of cars does nothing to reduce congestion, eliminate the demand for more and more environment-damaging parking, and puts more demand on the electrical grid that will have to rely more heavily on carbon-based sources.

Expanding public transportation for all not only stands to reduce carbon emissions from transportation, but simultaneously improves mobility options and equitable access for seniors, the disabled, and low-income communities. It also spurs economic growth by attracting transit-oriented development and delivering employees and customers to businesses. Numerous studies also show benefits to public health when access to public transportation promotes walkable and bikeable communities while reducing air pollution. In short, expanding mass transit would support all of New York's TCI investment goals.

Citizens for Regional Transit advocates for a comprehensive multimodal mobility system, but especially promotes expansion of our zero-emissions light rail rapid transit, which runs on clean hydroelectric power from Niagara Falls. Buffalo's Metro Rail was originally designed to serve the entire region via a 46-mile network of lines on publicly-owned but disused railroad rights-of-way. Expansion is still possible to the north, east, and south of our downtown, collecting passengers at Park-and-Ride lots and whisking them above ground to centers of employment, education, culture and commerce faster than they could hope to drive; and does this with zero carbon emissions. We hope to see legacy railroad infrastructure adapted to 21st century needs, both for commuter and intercity travel.

I do not support your initiatives and am alarmed by the apparent motive to bypass legislation and raise the gas tax.
