Further, the existing charging stations are often in disrepair. Without working charging stations, people will never get out of their gas guzzlers.
Next, affordable mass transit should be broadened, and where it exists, the service could be better. Give people an option to get out of their cars.
CT does need to charge tolls on major highways just like most other states in the Northeast--mid-Atlantic region.

Furthermore, because our highways are congested by our society’s heavy reliance on single passenger vehicles, we need to help our transportation system evolve to rely more on public transit, active transportation such a bicycles, and reduce the carbon footprint of those vehicles that will be on the roads. Climate change remains a severe threat to human society, but it is no longer just a threat. It is a looming reality. Technical solutions will not save us. Rather, technology and informed public policy and regulations are urgently needed to help us avoid the most severe and sudden effects of climate change. |

Many of the current transportation systems in place are old and inefficient. Constructing new transportation that prioritizes efficiency, especially in terms of energy, will be extremely important during a time of growing climate crisis. Good public transportation helps those who are unable to afford vehicles have greater access to jobs and opportunity, stimulating economic growth. When a public transportation system is modernized, people will be more likely to use it, generating revenue for the system and cutting down on emissions from cars. Most importantly, implementing public transportation that runs on clean energy will be an extremely important step towards reducing environmental impact in the current environmental crisis. Improvements to public transportation should include: an expansion of charging stations for electric vehicles, electric buses charged by solar power, and an increase in public railways to connect parts of Connecticut while reducing carbon output. |

Encourage fewer short car trips with alternatives that actually work, not poorly funded public transit used as a last resort or dangerous bicycle lanes that only the foolhardy will ride. The fewer cars and trucks on the road, the fewer investments we need to expand highway and road infrastructure.
Modeling should also address low-income disparities in polluting effects. When averaging air quality improvements over a county or region, these disparities don’t show up. Improvements to benefit low income neighborhoods are few and the last to be implemented. For example, few people in low income areas can afford a car, and the cars purchased are usually second-hand—not the cleaner and more expensive electric vehicles. Coupled with the fact that many low income neighborhoods are located in areas with other air quality impacts (industrial and power facilities, highways and shipping terminals); models that show regional improvements gloss over the fact that there are local areas not experiencing improvements. Please model the “polluted hot spots,” and ensure that funding and improvements go to where it’s really needed. |

I hope the use of private jets, planes and helicopters have been factored into the initiative. Over the past several years there has been a noticeable and considerable uptick in private air traffic over my home and neighborhood none of which originated from the town I live. Not only are these vehicles of transport contributing to carbon in our atmosphere they are creating considerable noise pollution. |

It is also essential for creating a sustainable environment in which we have clean air to breath. Connecticut has one of the highest rates of asthma in this country. I know what it is like to stay awake nights trying to deal with my son's asthma attacks. I have also seen the growing smog and dirty air that is created by our fossil fuel burning vehicles in the mountains of Vermont. We need good, reliable and abundant public transportation that will reduce our need for individual cars, support people in every economic class, and improve the quality of life in all of our communities including urban, suburban and rural. For instance, my son has benefitted greatly from the bus system between rural Stores and Hartford. Good public transportation is an economic engine and provides access to economic opportunities for all people. Making a transition to electric energy to power that transportation is also essential to reduce carbon emissions and to create a truly green economy. It will help to reduce health care costs as well and improve the quality of life wherever that transportation is found. Owning an electric vehicle I know how much more efficient and safer these vehicles are. We need our government to lead on these issues and to take the steps necessary to combat the climate crisis. |

Reducing transportation sector emissions is important to me because of the dire climate situation which is largely driven by transportation C02. The climate crisis is UPON us, here and now, and we are losing time to do everything we can to mitigate the losses to come. It is also important to address social justice, since poor communities bear the brunt of climate problems. We have already lost decades in making the broad and unprecedented changes that are needed. Please do everything you can.
Please choose ***the most aggressive**** greenhouse gas emissions cap.
Any TCI policy should address equity and investment in overburdened and under-served communities as a first and foremost priority.

While theoretically attractive, there are a number of practical reasons that carbon pricing will not work as theorized: In addition, The Regulatory Analysis Project (RAP) recently completed a relevant study: "Economic Benefits and Energy Savings through Low-Cost Carbon Management for Vermont" that raises additional relevant concerns. Other relevant concerns are discussed in the well-written attachment provided. I implore you to read it thoroughly, incorporating the points raised in your planning process. |

I live near the school bus depot in Guilford. Three times a day, thirty or so busses pass my house. The noise and smell are significant, and, I am sure, the amount of greenhouse gasses is also significant. Transiting to electric busses would be a major step in cutting solution of the atmosphere. And, it would be statewide, not just in certain localities. |
