We have high rates of asthma in our State, which is almost certainly related to air quality, and diabetes, which may be related to particulate pollution. Given the vital importance of public transportation to each State in our region, to the region as a whole, and to our contribution to the rest of the nation, it is absolutely vital that air quality be a serious consideration when planning and implementing transportation plans. It is critical for our future that we develop and utilize available and developing technologies to have mass transit systems--municipal to interstate--that are less dependent on fossil fuels than the current ones. |

Aside from the fact that it will not make any measurable improvement in global CO2 levels and/or the average global temperature, it will definitely serve to punish the working class and lower income population by causing the fossil fuel industry to transfer the additional costs onto the public; while revenue generated from the program will be squandered by the state, as is always the case. |

We could have small buses at Thomas Rd and Fairfax Blvd; at Murphy Rd; Fairfax Blvd and Concord Pike at the small end of the shopping center, and at Fairfax Blvd and the bridge between Fairfax and Oak Lane Manor.

Also as a resident in the city I see a lot of buses but don't know how accessible they are in the suburbs. I have also wondered if more frequent smaller buses might make sense. |

We also need a community-led air monitoring program especially in the pollution hot spots to make sure we know about the status of air quality and what kinds of pollutants need to be addressed.

It has... read more If the States in this Initiative are serious about our commitments to reduce our CO2 emissions, the TCI must include incentives or tax rebates for the oldest of all the Greens, geothermal. It has been around since the 1950's and very few people are even aware of it. I installed a geothermal heating system back in '08 and it's been paid for since 2018 with savings from zero gas deliveries over that time. New construction would be the easiest target for incentives, as the wells needed for the system could be drilled within the home's or business's building footprint. Retrofits are a bit harder(that is what I had to do), but they could be popular too with incentives to change from fossils. Please consider this important system type when finalizing this important Bill. Thank-you.

We need a massive... read more While in another time, many years ago, this would have been a good idea, but we have squandered our time neglecting the climate problem and now the TCI is too little too late. We need a massive plan to transform our society similar to the war effort in the Forties and TCI is a feel good bandaid on a massive wound and will just distract us from focusing on a plan that will comprehensively address this crisis. This plan among other things, must address the neglected parts of our society, for to work, it must have the support of all citizens. It must also address the main cause of the climate problem: the capitalist system where the wealthy prosper and the poor are left to their own devices to survive; making things for commerce's sake, not because we need these things; increasingly extracting material from the earth as if it is inexhaustible leaving behind a polluted earth and air now so degraded that we are on the brink of extinction - all in the pursuit of market projections that our businesses must not fail to meet not what is the best we can do for mankind. This is time for the boldest thinking we can muster if we are to survive - not this weak answer to the most dire issue mankind has created or faced.

While I believe we must do what it takes to reduce our carbon footprint and a regional (or national) solution is needed, I read the MOU and don't understand how this raises more money than could be raised from either increasing the existing taxes on fuels or instituting a production- or distributor- level tax on all fuels. It is complex, requires new bureaucracy (overhead), and introduces opportunities for profiteers to work the system. And... it won't start to fund clean energy projects for two years. Conclusion: If this is the only way to increase cost of fossil fuels and incentivize green initiatives, then I'm supportive, but I'd prefer a more direct and immediate solution. |

To borrow from another responder, " TCI seems to be an effective way to help us reduce Greenhouse Gas Emissions while providing important funds to invest in clean transportation initiatives." We can't afford to wait any longer, nor can the climate wait for us to act. I totally support this initiative. |

This policy must have a strong component of equity by prioritizing clean investments in areas overburdened by pollution and/or for those who don't have access. I am encouraged by the bipartisan nature of this project, moving us forward while the federal government takes us backward.
