We need to fix our crumbling infrastructure, promote use of clean electric vehicles, upgrade our public infrastructure, reduce traffic congestion and clean the air of transportation-related pollution. I have lost employees who moved from (or would not commute through) Northern Virginia due to the terrible traffic. And there are no good EV charging options at or near where I live and work. I firmly believe that we have the will and the transportation solutions in hand. All we need now is the cap-and-invest proceeds to get the job done! I may be forced to move from Virginia if steps are not taken to fix our broken and dirty transportation system. |

Is there a "Buy Back" and replace program for low-income residents that will enable them to trade in old, inefficient cars for more efficient ones? Or, a program to retrofit older vehicles with options that will lower emissions? Or, a program to provide free vehicle inspection and upgrade services to low income families?
I would also like to see local industry recycling all plastic products. I know we have Sterling plastics; surely we could have more? And a total ban on all plastic foam entering the area or being used for take-out food and packaging.
I am devastated at the setbacks faced by the offshore wind programs while destructive oil and gas drilling is being pushed on the people of this country. |

We all receive.goods via truck and their higher cost of fuel will be.passed to all Maine consumers: those on Social Security, Welfare, Local and State Governments, etc., Secondly, We are own a Heating Service Company and see so many who can only afford.5 gallons of diesel at a time to heat their home through out.the coldest months now. What will become of them? We see so many deadly fires due to people trying to.keep.warm now that cannont afford adequate heating equipment or fuel. Please do not.burden Maine people with this inconsiderate TCI tax. |

As a doctor, I am very concerned about the impact of fossil fuel pollution on the health of children and vulnerable adults in Maine, which has one of the highest rates of asthma in our country. Clean energy for transportation exists and we should be taking every opportunity to switch over from dirty fuel to vehicles that run on clean, renewable energy. The people of the state of Maine, and people in our region stand to benefit financially as well, and the clean energy sector provides opportunity for jobs. It's a win-win-win. I urge TCI states to continue to develop a regional low-carbon transportation policy that would benefit citizens of these states.

The climate has been acting more destructive storms, high rising ocean.Less carbon, less toxic oil and cell of black smoke which created more air pollution ; Today changes must be created for the sake of lives , forest, ocean , lands.Lowering the heat of the sun. Sense 1990 the over amount, use of forest trees for wood leaven the most important places that kept the clean air working for all; has created the lost of power of the trees to lower the heat on our atmosphere . Time to stop the use of Forest , carbon,toxic oil.Cleaner transportation : train, car, buses, trucks,boats , chimney, air planes, burning forests,All these most change.. So the climate can respond less dangerous and not hurt the new generations with the destruction all these pollutants that will get worst if nothing its done.

I have a BS degree in Meteorology, am quite familiar with regional air quality modeling, and understand all too well the issue of carbon emissions and the impact on climate.
With regard to the approach outlined by the TCI to reduce carbon emissions from the mobile source sector, it is fundamentally flawed.
First, the economic side: A "carbon tax" or "gas tax" is extremely regressive and hurts low-income individual, small business, and rural communities disproportionately. The relatively MINOR emission reductions gained by this approach will do nothing to curve "climate change" and only place an unnecessary burden on low income, rural Mainers. We do not have the ability in this state not to drive. Taxes without representation is a socialist concept, not one of a free society.
Second, the scientific side. To argue that ANY reductions in emissions from the transportation sector will "reverse" climate change is silly and unscientific. To think that if the world were to stop emitting carbon tomorrow (every living organism on the planet would need to stop breathing) and then believing the climate would return to 1800's levels, is farcical. Think about it. Can humans really control the climate? Ridiculous. The biggest fraud on the American public is when the courts ruled that CO2 was an air pollutant! How can that be, when CO2 is merely part of an organism's life cycle. CO2 is not and never should be considered a pollutant. This is a manufactured crisis. If the climate changes, for whatever reason, we adapt. Has happened over the millennium. Humans adapt to their environment, they cannot control it.
SAY NO to this ill-conceived plan. NO TAXES without representation, and CO2 is NOT a pollutant. |

-- roll out the plan in a way that will build public (bipartisan, business, broad) support, with gradual implementation but an ambitious target (businesses and other people can adapt, but they need predictability).
-- build in a strong component of social equity so it doesn't hurt rural or low/moderate income people (e.g., rebating to all citizens equally, not just rebating in a way that those who use more fuel get more rebate - see citizensclimatelobby.org) |

This effort in wealth redistribution is a ploy without determining any substantial benefit in lowering carbon emissions from the transportation sector. US energy policy has already shown significant reductions in CO2 from increased use of natural gas, allowing the US to be a world leader in CO2 reduction. Temperature data from the US Climate Reference Network (USCRN) has demonstrated a reduction in temperature since 2005 with any recent increases in CO2 levels, thereby disproving any correlation between temperature and CO2 levels. The TCI program has not demonstrated it would have any beneficial impact on temperature. As a part of a global community, any US actions (which have shown a reduction in CO2 generation) are outweighed by other nations (e.g. China, India) that will continue to develop their economies and CO2 emissions. |

I applaud Gov Mills for involving herself in the regional transportation design process. I want to see initiatives that benefit low-income and aging populations. It is encouraging to see bipartisan support for the project at a time when the disastrous impacts of climate change are evident on a daily basis. I am particularly interested to see every community widen more roads as they are refurbished to encourage safer walking and biking as alternatives to driving. I also strongly support incentives to accelerate the adoption of electric cars, trucks and buses. The technology is here and proven superior to fossil fuel vehicles at comparable cost. Let’s do everything we can to preserve what we love about our state while we still can. Soon it will be too late. |
