"The states are supposed to use these revenues to further drive down gasoline and on-road diesel use, and 'help their residents transition to affordable, low-carbon transportation options'." The key word here is "supposed", so what I am concerned about that it will be like the 911 tax instead of improving the 911 system it went into the general fund and again this tax would go into the general fund and help reduce the taxes that the wealthy pay. Also this will be a burden on low income families and the elderly on fixed incomes. No TCI tax,please. |

There is no time to waste here - we are already on the brink of irreversible... read more It is imperative that New Jersey act now to reduce - drastically - our carbon emissions related to transportation. There is no time to waste here - we are already on the brink of irreversible damage to our planet and all species aboard it. Because of our population density we are well-positioned to serve transportation needs collectively, and reduce/eliminate the single-rider auto trips we see now. Also we must convert to clean all-electric fleet. Passageways for walkers and bikers must be greatly expanded, and designed for safety. Existing routes must be retrofitted to accommodate more users, and again, these routes must be safe to use. We also need to take a look at private companies that enter neighborhoods multiple times a day with single-delivery packages - these are creating damaging pollution and causing congestion. Other plans which have been considered in the past but rarely implemented must be taken off the shelf and put to immediate use ( e.g., staggering work hours, esp. at large employment hubs and offering more substantial incentives for using clean mass transit.) Incentives for employers who provide lockers and showers for bike commuters. More restricted lanes for buses and other group transportation vehicles.

I have written before, but feel compelled to let you know, again, how much I hope you take a bold stand this legislative session to support TCI and the Global Warming Solutions Act. We need action as soon as possible to set us on the right track. I also understand that if some of VT's fossil fuel suppliers are in State that join TCI then Vermont will feel that burden of extra cost without any of the gain of being part of the initiative. That would really be a shame.
I am sure there is a way to relieve low income households from the extra burden of paying more for fuels. My experience with gas pricing is that it is all over the map anyway, but has anyone talked about issuing gas cards to low income drivers? That would be one way to relieve elevated costs of gasoline. There are already rebate systems in place for other costs, so I am sure there is a solution for this possible inequity. I do not consider the costs to low income Vermonters to be a real stumbling block to moving forward. We really can not wait. Thank you for your work and your consideration of my view point. .

I am grateful for the work the TCI is doing to slow the dumping of carbon into the atmosphere and pleased that the project is bipartisan.
I believe that a carbon fee and dividend policy is the best way forward, but whatever policy is adopted, I hope it'll have a price on carbon pollution that is high enough to effectively reduce emissions to a scientifically-determined tolerable level.
I also believe that the policy can and must be designed to be fair to low/moderate income people, rural drivers, and farmers.

After working in the field of public health for over 25 years, 17 of which... read more I am proud that our Governor, Janet Mills, is in support of this low carbon transportation policy planning initiative. After working in the field of public health for over 25 years, 17 of which were in Maine's state public health agency, I've watched the evidence emerge that we must address the social determinants of health, i.e. the factors that protect and improvce population health, and not just focus on access to medical care. A sustainable low carbon transportation plan can help mitigate the impact of climate change, and improve regional air quality. It will support improved quality of life in our communities, and especially so for vulnerable populations such as those affected by low income, the very old and the very young, and those experiencing heath inequities. In our rural state, this policy process will extend to attracting a workforce that seeks to work and reside in liveable communities. It will contribute to economic development when more viable alternatives are available to all in our very rural state where the demand for access to affordable transportation is so huge. Public health also recognizes that while community health happens on the ground, strategically it is efficient to develop policies, especially those which are deployed at the regional level. As a member of the Maine Public Health Association, I'm proud that our organization representing over 700 public health professionals, recently won an award for environmental health advocacy; I am sure many of my colleagues would agree with me. |

The... read more Transportation is the number one source of climate pollution in the United States. That means it's time to totally reimagine the way that we transport people and goods.
The states of Connecticut, Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island, Vermont, Virginia, and the city of Washington, D.C., are working on a groundbreaking policy to modernize the transportation sector under the Transportation and Climate Initiative.
In order for this regional plan to work, governors of these states and the mayor of Washington, D.C., must ensure that this transportation plan is bold enough to cut harmful transportation pollution at the scale needed to avert the climate crisis. We need a plan that holds large transportation polluters accountable for the pollution they create and invests in clean transportation solutions including:
More public transit and electric vehicle infrastructure in rural areas
Expansion of commuter rail, electric vehicles, and streets in the suburbs that are safe, walkable, and bikeable
Sustainable and equitable housing near transit and electric bus fleets in urban communities
But opponents of the Transportation and Climate Initiative have been flooding a public comment page on this plan with negative comments. Now, we need to turn the tide to demonstrate how many people want to see a bold and ambitious plan to cut transportation pollution in their state and in the region. |
