Vermonters will end up paying for this regional agreement whether or not you enroll us. We should receive some financial benefit, especially if the benefit is used to help people with low incomes as has been proposed by VPIRG and others. By joining TCI, you would demonstrate your commitment to not only the environment but also to the people in Vermont who most need help. This action could offset some of the negative perceptions you have generated by recent vetoes of parental leave and minimum wage legislation. Thanks very much! |

I ask that leaders choose the aggressive greenhouse gas reduction target that the most recent climate science indicates that is needed. Reducing pollution from transportation is a very important component to reducing Pennsylvania's emissions. The policy should prioritize clean investments in areas that are overburdened by pollution and in areas that don’t have access to transportation choices. Reducing carbon emissions can improve the health of our citizens and the environment. |

If Vermont joins TCI, the State will receive more... read more I'm writing to urge the Governor to join TCI. Whether or not Vermont joins TCI, Vermonters are going to pay at least some of its costs. If Vermont joins TCI, the State will receive more revenue for investments than Vermonters contribute to the program.
The program is also a great opportunity to address economic inequality for Vermont families. A significant portion of TCI proceeds should be directed to reducing the energy burdens of Vermonters with low incomes. This will help Vermont to become more affordable for Vermonters who do not have high incomes.

There is certainly a need in PA to reduce the number of vehicles on overcrowded state highways and offer citizens alternative transportation methods (buses, trains, electric cars, etc.). Offering alternative transportation not only will reduce pollution but will create much needed jobs in the state. This is a forward thinking initiative and hopefully will be embraced by our Governor and legislature. |

Minimizing climate change is crucial to our health, environment, economy and national security. This disaster is destroying livelihoods, causing conflict and food insecurity, creating refugees, and fueling extinctions and natural disasters. It will continue to worsen even as we address it as long as we are still producing any greenhouse gases, and will accelerate unpredictably due to numerous tipping points and domino effects. We need to immediately change course as sharply as possible while we still can.
Our current modes of transportation are large contributors to climate change, and our crumbling infrastructure limits opportunities for our citizens and is a drag on our economy. We need major investment ASAP.
Governor Baker, please join the regional initiative and make the strongest commitment possible, and waste no time in working with our neighboring states to take as much action as possible. I deeply appreciate actions you have taken to date, but we need much more, more quickly.
Please also make it easier for citizens to multiply your actions by facilitating our adoption of clean energy. For example, PLEASE CHANGE THE UNETHICAL LAW THAT ALLOWS OUR GREEDY LOCAL ELECTRIC COMPANY TO LIMIT THE SIZE OF OUR RESIDENTIAL SOLAR PHOTOVOLTAIC SYSTEMS.

Regardless of how it is primped, preened or presented the TCI is in reality a T-A-X. Yes I know, Governor Baker has dipped deep into his store of weasel words to proclaim otherwise but that does not change the reality. If the TCI Tax were approved by the voters or their elected representatives then so be it. But this devious scheme to force by decree the TCI Carbon Tax upon the citizenry of Massachusetts is revolting (and I use that word advisedly). I am informing all my friends and relatives of Governor Baker's disgraceful attempt to emulate King George III of England. The principle of "No Taxation Without Representation" is just as valid today as it was in 1776. |

I'm writing to support the implementation of TCI in Maine. As a very rural state, Maine faces challenges in transportation, long commutes, and high emissions from vehicle miles. Maine can’t miss this opportunity to invest in solutions to help Maine people safely get to where we need to go that are both affordable and good for the environment.
Mainers deserve new options that result in cleaner air and healthier choices. Pouring pollution into the air and sending our hard-earned money out of state to line the pockets of the fossil fuel industry is not the best path forward for our economy. Maine needs an ambitious plan to reduce climate-changing transportation pollution. Working together with neighboring states to give Maine hundreds of millions of dollars it can invest here at home just makes sense. Maine will realize economic, health, and environmental benefits by transitioning to cleaner and more efficient transportation options through adoption of TCI.

He concludes his comments with the following:
Due to the lack of sufficient detail on the TCI modeling results I was unable to provide substantive comments based on that information. My comments and recommendations are instead based on my experience and evaluation of carbon pricing programs in general and RGGI in particular. Any carbon pricing program limited to certain jurisdictions and sectors will have unavoidable leakage problems. The investment dollars per ton of CO2 reduced for New York programs in RGGI have not been able to meet the SCC cost effectiveness threshold of $50/ton.
The fact that the EPA emission numbers for an average gasoline vehicle indicate that any rebate over $259.98 exceeds the $50 SCC cost effectiveness threshold suggests that TCI investments will be even less effective. Another problem with any carbon pricing scheme is that revenues over time go down at the same time the reduction implementation costs go up. There is a fundamental problem with carbon pricing schemes because there are not many control options available for existing sources. I believe this will be even more of a problem for the TCI affected sources. There should be concerns that the TCI carbon pricing theory will not match reality especially because the affected sources have no prior experience with this pollution control approach. As a result of those concerns, I recommend a cautious, measured approach for the cap, trajectory and stability mechanisms. |
