TCI Regional Policy Design Stakeholder Submissions

Increasing the cost of gasoline and heating oil is an outrageously unfair idea. Maine citizens have to drive long distances to work and back and are unable to rely upon mass transit which is nearly non existent. Heating oil is a inescapable necessity to survive Maine winters. Raising the cost of living in this State is a terrible idea and will end up forcing many citizens to depart for other States with much lower taxes and much lower energy costs.

Reducing transportation sector emissions and modernizing our transportation sector is something that cannot wait. It can and must be dealt with now! Sufficient data shows that emissions contribute 38% of green house gases and have long been known to impact people of all ages, most notably the young and those with compromised health issues. Epidemiological models reveal associated health problems from vehicles.

On many fronts, the fallout from Climate Change is being recognized as an existential threat to humans. Transportation pollution is an added factor to the Climate Change equation. Rising sea levels, warmer temperatures, loss of wildlife habitats, devastating earthquakes and tornadoes, increased forest fires, land erosion, and polluted air are a mega threat to all of us.

We are beyond the need for more studies and reasons to procrastinate. Leaders must show they are on top of meeting the exigencies affecting our health and that they care. Can we justify why we are polluting their air of our children and diminishing their future?

I entreat you to take action. My appreciation to Governor Lamont for taking the initiative.

What the hell is going on with the Demacrats in our government? Have they lost thier minds? Fix the problems we all ready have before you create new ones then you wouldn't have to raise taxes to pay for the ridiculous crap you come up with. You people are serious buisness failures i cant believe it. You couldn't have enough, youd just keep creating dept. Im sick of it. I will never vote Demacrat ever, and ive been schooling my children thier loosing faith in our government its so sad total bullsh*t

I oppose the gas tax plan to make gasoline prices so high I will be forced to drive less and so that gasoline will “go away”. I oppose the new y. I’m not willing to pay new taxes at the pump. I find it economically unsound and a detriment to all Maine residents. I do not think there will be a significant environmental benefit, possibly no benefit at all. I want to be free to choose the transportation mode that is best for my family and my community. Government should not try to control my behavior with mandates like the TCI gas tax. It is it regressive tax, Hurts the poor and has no effect on the rich and there’s a huge mistake.

Additionally Maine is such a rural state this will hurt much more coupled with the fact there is a little public transportation anywhere.”

on behalf of the Global CCS Institute I am submitting the report "THE LCFS AND CCS PROTOCOL: AN OVERVIEW FOR POLICYMAKERS AND PROJECT DEVELOPERS" which explains the protocol for carbon capture and storage (CCS) California's Low Carbon Fuel Standard (LCFS) was amended with in 2018. The protocol took effect in early 2019 and incentivizes CCS projects that reduce the lifecycle emissions from fuels consumed in California. Recognizing that climate change is a transnational problem, it also incentivizes direct air capture (DAC) projects reducing the stock of CO2 in the atmosphere. According to the International Energy Agency, to meet the Paris Agreement, CCS is expected to deliver 7 percent of cumulative emissions reductions by 2040, which translates into roughly 2000 operating facilities globally. Currently, there are 19 operating, large-scale CCS facilities globally, including in ethanol and hydrogen production, as well as on power production. While the technology is seen as deployment-ready, it has not been widely deployed due to a lack of policy confidence. However, the recently reformed 45Q tax credit and the LCFS CCS protocol are examples of a value on carbon providing policy confidence for CCS deployment. At least two planned facilities announced recently have cited the LCFS CCS protocol as a key enabling policy mechanism.

TCI I’m against this program and I feel that our government should practice what they preach it should start there,then present the numbers. Have All government officials use public transportation and electric cars. We are not going to fix this with a tax. A tax will just give government more money to mismanage. Plus we contribute less green house gases then China.Europe and America contribute less greenhouse gasses then China ........ FIX CHINA. As a small business I’m still paying a delivery (gas fee) for every delivery I get that started when gas was over $4 per gallon and it was never removed from any delivery and our volume sales of gas didn’t go down. A small percentage of neighborhood people got rid of the gas guzzlers when cash for clunkers happened and that caused a shortage of used parts for older vehicles. I’m done ranting.

We ALL need Clean Air! I developed asthma while living in a smoggy area. Lost productivity and increased healthcare needs are FAR more expensive than good transportation planning!

We can cut poverty and pollution at the same time. We urge you to move forward with a regional program that prioritizes the needs of communities overburdened with pollution and underserved in mobility options

We pay enough taxes with little to no exchange for our end. Do not proceed with this money grab. I do not agree with it.

The framework looks good. The cap and invest program won't be enough to meet climate targets. Starting in early 2022 is not soon enough. Can you pilot this next year on a smaller level to work out kinks and answer questions? Thank you
