I am hopeful policy development process could be completed within one year, after which each jurisdiction will decide whether to adopt and implement the policy. The policy MUST include a strong component of equity by prioritizing clean investments in areas overburdened by pollution and/or for those who don't have access. I am grateful and appreciate the bipartisan nature of this project, despite the Federal government's obscene roll-backs.	-

In particular, this memo... read more Please see attached for a technical memo by Climate XChange that responds to the TCI state's first listed equity provision on the September 29th equity webinar. In particular, this memo focuses on what level of detail in the regional MOU, vs subsequent state model rules, can help ensure that percentage-based equity requirements for investment function as intended. The two essential language provisions we outline are: 1) Ensure that proportionately higher revenue goes to overburdened and underserved communities that the percentage of the population that qualifies; and 2) require investment dollars be located within and directly benefit overburdened and underserved communities in order to count towards equity requirements. The memo also proposes two additional measures to improve the program's ability to deliver on equitable investment: 1) Comprehensive state screening tools as the census tract level or smaller that bring together socioeconomic and environmental metrics; and 2) New capacity-building and ground-up governance structures to control TCI revenue. Here are some of the things I agree with environmental agencies on: 1. Connecticut’s transportation sector is the biggest single emitter of greenhouse gas emissions in the state at 38% of the total. This is a climate crisis, and we must immediately work to address the greatest challenge of our generation. 2. I support a transportation plan that is focused on reducing greenhouse gas emissions and pollution while investing in sustainable transportation modes. Bus transit, rail, walking, and biking must be improved across the state, especially in cities and town centers. 3. This transportation plan is also a land use plan, and we must stop investing in a sprawling, unsustainable development model. Future development in the state must be in cities, town centers, and near transit stations. 4. We should not be investing in expanding interstates. Expanding our interstates in Connecticut both increases emissions in the long term from induced demand and increased driving while putting development pressure on the state’s dwindling forests and farms. 5. Many cities and towns in the region have shovel-ready plans to improve transit, rail, and active transportation. We must invest in a future with more people on buses, trains, on foot, and riding bicycles. That future includes more transit-oriented development in walkable communities. 6. Addressing greenhouse gas emissions from motor vehicles also means immediate health benefits for our most overburdened populations as a result of improved air quality and fewer emissions of localized pollutants responsible for cancer and respiratory and cardiovascular ailments, among other adverse health impacts.	-

So much so that I believe education and training in these methods must become part of the curriculum in public schools, as they are in schools in many other countries in Europe and Asia, as well as Washington D.C. Cycling specifically, if we hope to see more diverse participation, must be recognized as an essential skill, and included in the physical education curriculum, beginning in kindergarten. There seems to be a serious effort to grow the active transportation culture, that's what schools are for, training the next generation for the challenges they will face. For a healthier more self-reliant republic teach the children to ride bikes and incentivize the practice.	-

Sunni of NH is correct when he describes this initiative as a boondoggle. It will have little to no effect on emissions and will impose an undue financial burden upon everyone by increasing the cost of everything. Everything moves by truck at some point in time. The increase in fuel will be passed on to consumers. Will it reduce the usage of fuel? I think not. People will still require goods and services, will still need to get to work and school, etc. Add to this the fact that it will be imposed upon us by government fiat without a vote by either citizens or legislative bodies it becomes intolerably insulting and horribly undemocratic. Isn't this one of the reasons we decided to separate from England? Given the history of government's inability to utilize our money wisely, this will undoubtedly result in just another immense, wasteful bureaucracy that will have a negligible affect on the environment. Just another power/money grab.	-

Traffic congestion from millions of cars and trucks are polluting our lungs and planet more than ever before. But as we enter this new decade, we have an opportunity modernize how we get from point A to point B. We need to move quickly to address transportation emissions & shift to a cleaner transportation model if we are to have a prayer of averting the most catastrophic effects of the climate crisis. We need clean, high speed rail services to be expanded & we need ready access to charging stations for electric vehicles, support for cleaner alternative fuels & support for those among us who simply cannot afford hybrids or plug-in vehicles. Massachusetts needs to join this effort & work aggressively toward our goal of a cleaner transportation grid.	-
