I am also concerned about the quality of air we breathe. Technical innovations have made it possible to significantly reduce transportation pollution.
I request that New York State formally join the plan to reduce emissions.
I ask that that the policy has a strong component of equity by prioritizing clean investments in areas overburdened by pollution and/or for those who don't have access.
I am grateful for the bipartisan nature of this project, moving us forward while the federal government takes us backward. |

Increasing public transportation and improving safe self-propelled transportation (walking, bikes, etc.) are needed investments in our communities. There is already too much of those gasses in our atmosphere, and it's leading to very damaging Climate Change. We must combat this by developing cleaner ways to achieve facile transportation for all. Gas powered automobiles are a leading cause of this atmospheric pollution, and they must be phased out rapidly. We need to replace them soon. Using airplanes within the USA for transportation is also becoming unsustainable. We need fast electric powered trains to minimize their use. Look to Europe for answers to these questions. |

Much of this problem is caused by emissions into the atmosphere for which human beings are responsible. We must take immediate, forceful action to cope with this problem, or our children and grandchildren will have Hobbesian lives - nasty, brutish and short. |

Such transmission systems should also support local and regional public transportation systems - busses and trains- to facilitate public public acceptance. Laws must permit homeowners to void pre-existing covenants and other private restrictions on installation of rooftop solar panels as well as require remuneration to homeowners by regional electric power companies who receive power from household solar or wind power generation entering the grid. This is a start. I could continue. But so can others. |

As one of our leaders, I ask that you choose the most aggressive greenhouse-reduction target that climate scientists urge us to adopt. We must do this as the clock is ticking. Public policy must also prioritize clean investments in areas, particularly our cities, that are overburdened by pollution and/or for those communities that don’t have access to transportation choices like mass transit. I believe that public transit investments should be made with TCI proceeds.

This is not a new topic for me, stuck in traffic, and Neoliberal austerity preventing the public funding of serious mass transit alternatives. The solution is the Green New Deal at the National Level, because the sums your proposals put forth in the trading regime will not be enough to build out the missing rail connections which stopped with the Purple and Silver lines in the Metro Area.
So I support your work as a holding action and interim step, better than Governor Hogan's privatization plan to build more highway lanes. That's not what we need.
I've attached my essay and publication here at the Daily Kos: https://www.dailykos.com/stories/2018/9/8/1794256/-Maryland-Hogan-s-Highways-will-still-leave-us-Stuck-in-Traffic-on-the-road-to-Global-Warming

Of course, we both know that the America of the Trumpian Republican Right, more traditional Republican Conservatives like Gov. Larry Hogan and the Clintonian-Biden Democratic Centrist fiscally cannot imagine anything of the scope needed to combat climate change/chaos in time, anything approaching even the scale needed to build an effective modern rail system.
To do that, we do need change beyond these self-imposed limits. That's why I am a Green New Deal Supporter and support Bernie Sanders in the coming elections. |

If TCI is implemented, it will build on that leadership, helping to keep our regions' air clean and ensure the sustainability of our resources; it will also continue building the clean economy, thereby providing high-paying jobs throughout the region....Our country is at its best when we work together, building a coalition of people with like-minded goals from different places and different backgrounds; by reducing carbon emissions from the transportation sector—as is possible with TCI—we can help keep clean the air, forests, and waters that hunters and fishermen, boaters and waterskiers, snowmobilers and hikers, skiers and rock climbers depend upon for their outdoor enjoyment. This in turn will ensure that the tourist industry—which provides a significant number of jobs throughout our states—remains robust. Thus, for environmental reasons, for financial reasons, and for employment-related reasons, I fervently hope the 12 states currently participating in designing TCI will be able to finalize plans and move forward, fully implementing TCI, and that if some of the current TCI states decide to drop out, the remaining states will move forward on their own. Thank you. |
