With each governance innovation, we must better... read more I urgently believe that the Transportation and Climate Initiative Program (TCI-P) is necessary to address our key regional sources of pollution. With each governance innovation, we must better steer our public and private investments to creating an efficient, better, truly sustainable transportation systems.
As our region's transportation emissions are a huge contributor in our changing climate, we can address nearly one-half of Virginia’s carbon output. We need environmental justice principles embodied in strategies that address toxic air pollution that falls disproportionately on low-income or politically disconnected populations.
We must use the funding provided by the TCI-P to help with ongoing efforts to put more electric vehicles and infrastructure in play in Virginia along with equitably distributed charging stations across the state.
We must target a higher attainable goal, beyond the model rule - for at least 35 percent of TCI proceeds going toward frontline, impacted communities. The TCI-P can drive investments in a cleaner transportation system in the populations and communities that have suffered the most from vehicle pollution. Let's invest at least half of our TCI revenue in programs and infrastructure that will truly lower the disproportionate pollution burdens on our people.
Thank you for soliciting and analyzing these comments and engaging the public on this critical measure. We must meet the moment for our collective health and future.

Gas taxes are often associated with spending on corporate welfare, the last thing we need. So please do not join the TCI! |

One way this problem was so dramatically and quickly solved was a proposal similar to TCI-P.
Companies were paid to reduce emissions by polluting companies unable to reduce emissions quickly. When proposed, the affected industries screamed that the compliance costs would destroy them and their 'projections' indicated that it could. Meanwhile, the advocates for change indicated costs would be low. The result was that the regulations and fees to comply were well below the lowest projections. It was, and is, a truly outstanding success.
We must move to a modern transportation system and a clean-energy economy. Those changing first will reap the most benefits and the lowest costs. Economically, it will strengthen our economy, reduce greenhouse gas, and provide funding to create a leading edge business climate to further create jobs and profitable ideas. |

Overall, TCI represents an important step for our commonwealth to be better regional stewards of our climate and receive financial benefits. Especially by adopting TCI and incorporating strong equity provisions, we can ensure that emissions are reduced and communities that are disproportionately impacted by the climate crisis receive disproportionate health and financial benefits.
Specific recommendations:
Air quality monitoring commitments should be integrated into the Model Rule.
Each Participating Jurisdiction should establish air pollution reduction targets.
Establish an equity advisory board
TCI-P decision-makers must attribute the same weight and urgency to comments from
overburdened and underserved communities discussing impacts of TCI-P on those communities
as they do to comments regarding technical program design.

It will cost consumers and businesses too much at the gas pump and have a negative impact on average citizens, truckers, and businesses alike. This has the same effect as a 50 cent direct tax at the pump for every gallon of gas for all Virginians using fuel and a consequent dampening effect on our economy. Please do not sign on to this TCI Initiative.
