One area where the TCI-P could be stronger is its emphasis on equity.

1) The technology for developing alternative, carbon-neutral energy sources has not... read more I am opposed to Virginia joining the TCI (Transportation Climate Initiative) for a number of reasons:
1) The technology for developing alternative, carbon-neutral energy sources has not reached a point where it is affordable, available and environmentally safe, and with regard to certain “sustainable” energy systems, will enrich the coffers of the CCP where at least 80% of solar panels are manufactured;
2) We have not learned the lesson of decimating the coal industry without having suitable energy source replacements or job training for conversion;
3) Virginia is attempting to restore its economic footing and presumably regain its ranking as one of the best states in which to do business – to attract new or transferring industry;
4) This will contribute significantly to inflation as the costs of everything that requires delivery will escalate dramatically, particularly what is delivered by the trucking industry;
5) This includes new or re-hab housing costs, which are already suffering from distribution delays;
6) This will affect the affordability of food – and hence will have dramatic effects on the nutrition and health of the American public, particularly those at the lower end of the economic spectrum (see in particular fruits and vegetables);
7) The disadvantage to rural citizens is immense – access to health care – even with telemedicine since broadband is certainly less available – access to employment, and access to life in general will be disproportionately affected;
8) The resultant increase in gas at the pump will disproportionately affect senior citizens – who suffer from more than enough isolation as it is – because they are on fixed incomes and not at an age where they can find or qualify for employment – and rural seniors are often in areas with minimal transportation alternatives as it is;
9) It will have the greatest impact on small businesses that can ill afford the related costs this entails and will throw a major wet blanket over entrepreneurial endeavors;
10) It will, I have no doubt, increase unemployment in Virginia – and the Commonwealth seems to be having a “slight” problem handling the unemployment claims we currently have.
I sincerely hope this is rejected – or at least tabled until technology actually makes it remotely feasible.

Now Biden's increase the price of gas by stopping the gas line from being built. Does the government think we are idiots???? When gas goes up so do groceries, cost of building homes, rent everything!!! It always gets passed on to the consumers. Mostly the people at the bottom of the totem pole. BUT, they always say they are looking out for them. Really?? Oh but some of you got a stimulus package. Was it spent on paying bills? Probably not. Keep gas prices down! Keep taxes down! Working people are tired of paying for people who don't want to work who depend on the government to pay their way!!! It's bad when the government has made it so it's cheaper to stay at home rather than work!! |

noting that estimates for gasoline price increases related to the initiative have ranged from 5 cents to 17 cents to 32 cents per gallon, depending on the projection, showing how vague the potential impacts to the lower and middle class are.

Partner with electric service providers to upgrade power grid and allow for off-peak rates to consider EV charging impact to power grid;
Prioritize maintenance of EV charging network - charge stations have a high rate of down time. Install fast chargers at every highway service area.
Require all dealerships which sell or lease EV's to install a fast charger. Bear in mind dealerships are slow to accept EV promotion as low maintenance translates into lower revenue for them.
Governments have to consider loss of revenue from gas taxes as more EV's are on the road. Possibly consider transportation tax based on miles driven. |

Our beautiful state is regarded as a sustainable, forward thinking place that takes bold action to mitigate our present climate crisis. But ultimately, we are nowhere near our emission goals, and as you well know, we are in a unique moment with immense opportunity to right this ship and secure a livable planet for current and future generations, and do to so in a just manner. Joining the Transportation and Climate Initiative regional program is one of the many steps we need to take in order to implement the promises we keep making to ourselves and to marginalized people who are experiencing the crisis more acutely. You, as the Governor, have the responsibility to lead your administration and our state towards action that meets the needs of the times. Please, along with the General Assembly, join the TCI-P so we can reduce our transportation emissions by up to 26% over 10 years and do so with equity. Also, while I'm here, I urge you to invest at LEAST $200 million in ARPA funds towards climate justice.
