Transportation is the largest source of greenhouse gas emissions and a significant source of particulate pollution in Virginia and that is why I support a strong TCI-P Model Rule that (1) ensures... read more Transportation is the largest source of greenhouse gas emissions and a significant source of particulate pollution in Virginia and that is why I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address Virginia's largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords Virginia the opportunity for a cleaner, healthier transportation system.
Overburdened and underserved communities have historically borne a disproportionate burden from transportation emission impacts including diesel exhaust from heavy duty vehicles that traverse their communities. As such, I would like for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across Virginia, and (3) robust empowerment of Virginia's Equity Advisory Body.

A regional cap-and-trade program is essential to lower climate emissions of the biggest source here in my home state of Virginia.
Improvements to the as proposed rule would be:
- A more stringent cap to result in even larger GHG reductions. This is a nickel or dime on the cost of gas, which is already too cheap.
- A minimum investment in revenues to make sure overburdened and underserved communities in VA get more-then-proportional share of investments from the program.
- Acknowledgement that sufficient reductions require additional measures by TCI jurisdictions to reduce VMT and electrify their auto and truck fleets.
- Inclusion of affordable housing near transit as an eligible investment for TCI revenues.

Virginia must move forward to do its share in reducing global greenhouse gas emissions, and regional compacts are a smart and economically sound tool to help with that. So, my bottom line is that VIRGINIA'S PARTICIPATION is essential. The exact nature of it isn't nearly as important as making sure we are participating. |

• particulate emissions especially impact those near major roads, which often include lower-income and minority communities.
• to solve these problems we need to move to a clean transportation system, and a clean-energy economy.
• TCI-P will greatly help Virginia and the region do this – it will improve air quality, lower health care costs, reduce greenhouse gas emissions, and generate revenue for other environmental initiatives to further accelerate our progress. |

My husband and I live on a fixed income, one that cannot absorb a $1.00 increase in gas. We do not have the infrastructure to move away from gas driven vehicles, even if we wanted to. You govern a state that is not 100% left and you need to consider the fact that almost half of the state is conservative and this is an election year.
We do not need to belong to any organization that increase the costs in our daily life without having any direct improvement in the environment, by the way, the US is one of the cleanest countries in the world. Stop this crazy action. |

Vehicle Outlook, EVs start out with a carbon deficit due to the amount of pollutants
released. However, the Electrical Vehicle (EV) manufacturing process—including mining of rare earth metals
for batteries— actually produces greater carbon emissions than the production of manufacturing
internal combustion vehicles. Depending on the source of electricity they use, the EV
can take years to break even on the carbon front, not to mention the still unsolved
problem of how to safely dispose of the toxic battery.
In addition, a recent study by the Virginia-based Thomas Jefferson Institute for
Public Policy estimated that this “carbon tax” would reduce the current revenue
needed by the commonwealth for road maintenance about 20 percent by 2022. |
