We must address transportation as the largest source of CO2 emissions in the state and we must do so within a timeframe which will address the magnitude of the climate crisis. We call for the Model Rule to ensure that overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, integrates air quality commitments across Virginia, and empowers Virginia's Equity Advisory Body. |

The regional approach reflected in TCI-P offers significant potential to reduce the outsized climate impact of our transportation system by redirecting investments and policies toward cleaner vehicles, less auto-dependent development patterns, and more accessible and equitable transportation alternatives. As noted in the April 7, 2021 joint comment letter that SELC and more than 80 other transportation, health, environmental, business, labor, and community groups signed onto, there are aspects of the draft Model Rule that need to be strengthened to ensure TCI-P delivers an ambitious and equitable program. To be successful, TCI-P must result in meaningful emissions reductions and public health benefits while simultaneously redressing persistent inequities built into our current transportation system, inequities that too often result in a disproportionate distribution of transportation services—and pollution—among different communities based on race and income levels. In addition to strengthening the draft Model Rule, these aspects will also need to be squarely addressed in the state-specific implementation programs that each participating jurisdiction develops.
We look forward to continuing to participate in the development of TCI-P, both at the regional level and in the individual states within SELC’s region that are considering signing the Memorandum of Understanding. |

In addition, I call for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across Virginia, and (3) robust empowerment of Virginia's Equity Advisory Body. |

Unfortunately, we no longer have the luxury of wasting time on the climate crisis. Luckily, a TCI-P Model Rule can actually benefit us in more ways than just addressing climate action. it also can direct significant investments to correcting historic inequities in overburdened and underserved communities and affords Virginia the opportunity for a cleaner, healthier transportation system. Any calls to reject or weaken the TCI Program are direct calls to ignore climate change and promote pollution.
I also support the TCI-P Model Rule to include a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, integration of air quality commitments across Virginia, and robust empowerment of Virginia's Equity Advisory Body.
This is an opportunity for Virginia to take care of its most underserved and unprotected citizens. |

A 2018 report from the Intergovernmental Panel on Climate Change (IPCC) confirms that meeting the Paris Agreement's 1.5-degree target will require cutting GHG emissions roughly in half by 2030, and achieving net zero emissions by 2050. See Bill McKibben, "How 1.5 Degrees Became the Key to Climate Progress," New Yorker (April 21, 2021), at https://www.newyorker.com/news/annals-of-a-warming-planet/how-15-degrees-became-the-key-to-climate-progress.
Achieving these reductions will be challenging. A recent forecast from the United Nations' World Meteorological Organization finds "a 20% chance that global temperatures will be 1.5 degrees Celsius (2.7 Fahrenheit) higher than the pre-industrial average in at least one year between 2020 and 2024." See Nadine Achoui-Lesage & Frank Jordans, "UN: World could hit 1.5-degree warming threshold by 2024, " Associated Press (July 9, 2020) at https://abcnews.go.com/Technology/wireStory/world-hit-15-degree-warming-threshold-years-71687896.
We simply no longer have the luxury of time. I respectfully encourage adoption of the TCI-P Model Rule now to ensure durable, sustained, and necessary reductions in GHG pollution. |

The policies of the TCI to reduce carbon emission will result in increased costs for energy and gasoline. These costs will be a burden to businesses and consumers, costs which will impact negatively on low income Virginia residents. The resulting increases in taxes and consumer prices will be a act as a flat tax on all residents. More businesses and residents will leave Virginia for low-tax, business friendly states. |

This would of course burden the low income public that may need transportation to make a living. How about a proposal that does not effect the price of fuel at the pump but does provide incentives for different mobility purchase choices?
A recent report noted that "....higher emissions from the market shift to larger, more powerful vehicles have swamped potential CO2 reductions from electric vehicles by a factor of five." Maybe it's time to tax fuel inefficient cars, upon purchase, for the price of lifetime CO2 generation above that of a fleet equivalent EV. Consider: with the social cost of CO2 at $50/ton, and each gallon of gasoline creating 20 lbs of CO2, the social cost of CO2 is about 1$/gal. An EV with a 100 mpge rating would thus create a CO2 social cost of $2000 over a lifetime of 200,000 miles. A vehicle getting only 25 mpg would create a social cost of $8000, $6000 more the the EV. That would be the tax upon purchase. Inclusion of this real cost to the environment might motivate purchasers of new cars to consider buying an EV over a gas guzzler. Revenue raised could be used to offset EV purchases. Low income people don’t typically buy new cars and would thus not be burdened by this extra cost upon purchase of a used car that has already paid the CO2 charge. For cars driven in VT but purchased outside the State, an age proportional charge would be asessed. |
