I have read a number of comments with attention and, speaking as a Vermonter, it is clear that a regional public transportation initiative will benefit Vermont as well as the Northeast in vital ways. I note that as we have a growing older population the value of public transportation will only increase. Well-planned public transportation is of value locally—which cannot be overemphasized, as we are so far behind in this area as a country, but high-speed train service, as in Europe, for longer distances should be included if we want the Northeast to boom economically in the post-fossil fuel age we are entering. What’s more, in a post-Covid era, with office workers likely to work from home much more often, we have a chance to boost rural areas that have been suffering population drain by at long last planning a truly effective network for public transportation. Train—and electrical bus—commuting can, if properly designed, reduce CO-2 emissions, but they alsoo have other benefits, suh as reduced stress and increased effective working hours for those who commute. I speak as someone who commuted by bus and train for ten years. We humans have constructive capacities. This Draft Model Rule reflects that, especially in its regional rather than state-based thinking. It’s time to move on to a healthier and also more economically sound transportation system. I hope Vermont will soon join the coalition. |

Having transportation with fewer or zero carbon emissions is imperative. In order to benefit everyone, that transportation needs to be equitable. When one segment of our population is suffering, we all suffer the consequences. For too long we have lacked empathy & been self-focused & profit-driven in this country. It's time to create a sustainable lifestyle for everyone and demonstrate to the world that we have the moral courage to do so. We cannot expect to be a world leader in the global economy when our own country is so divided and inequitable. |

Yes, the heating of the planet will rise exponentially in the near future, but we have to do what we can now to mitigate and adapt to the assault on the earth's environment and peoples. We also must prepare for a different future for our children and grandchildren then we have lived. GHG's are 40% of the problem and are best dealt with now in a vigorous way. We have waited too long to deal with fossil fuels and programs like TCI are part of the first steps for taking the challenge to mitigate the consequences of our industrial age. And Remember we also have to treat our forests and soils differently. It will take more time to increase the health and sequestration of our working and natural lands, but we need to start now. A stable climate is the most fundamental determinant of health. With our pollution, we are contributing to more and earlier deaths and disability. Transportation is the biggest source of greenhouse gas emissions in Virginia and the region, as well as dangerous particulates that cause health problems like asthma. We have not only a health issue, but a moral issue because particulate emissions especially impact people living near major roads, which are often lower income and minority communities. We need a clean transportation system, and a clean-energy economy. Because I live just across the river, everything Virginia does to affect its air affects me.
TCI-P will greatly help Virginia and the region do this. I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address Virginia's largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords Virginia the opportunity for a cleaner, healthier transportation system. |

I understand that revenue raised will go to specific industries that may or may not be effective at discovering better energy efficiency. I am also writing to stand against fossil fuel interests that are quite predictably lining up to oppose this first-of-its-kind initiative because they don’t want to be held accountable for the pollution from the fuel they sell. We must finally hold the line against the environmental destruction that the fossil fuel industry has wrought. Virginia has made great strides in supporting renewable energy, protecting clean air and cutting pollution in the process.
TCI ensures that these efforts don’t stop at the state-line, that we’re working collaboratively with our neighbors to the north and south to address climate change while making investments that cut pollution, protect public health, safeguard vulnerable communities, and advance a modern, sustainable transportation system. This is a must do. |

Overburdened and underserved communities have historically borne a disproportionate burden from transportation emission impacts including diesel exhaust from heavy duty vehicles that traverse their communities. As such, I would like for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across Virginia, and (3) robust empowerment of Virginia's Equity Advisory Body.

While it is not a perfect solution, it will move the ball forward to decrease air pollution and greenhouse gas emissions, improve public health, and generate revenues to promote environmental justice. Transportation is a major source of greenhouse gas emissions in the DMV (DC/MD/VA) region, and dangerous particulates can lead to health problems like asthma. Sooner, rather than later, in order to solve these problems we need to move to a clean transportation system, and a clean-energy economy.
