The model rule sets a crucial... read more We need a Transportation and Climate Initiative Program (TCI-P) that prioritizes program benefits for communities hit hardest by COVID-19, poverty, and pollution. The model rule sets a crucial regional baseline for how states can achieve this.
441 constituents [listed in the attached document] have voiced their support for adding the following four policy recommendations to ensure that center equity is better centered in the final model rule for the implementation of TCI-P.
1. Uplift community decision-making power by ensuring equity advisory bodies are made up of disproportionately impacted communities, have expanded responsibilities, and receive capacity support.
2. Ensure direct and meaningful investments for disproportionately impacted communities at a percentage that is significantly greater than their share of the population.
3. Promote access to quality jobs and training by incorporating high road labor and workforce development standards.
4. Commit to localized air pollution reduction and expanded air quality monitoring in pollution burdened communities.
The potential benefits of TCI-P are not guaranteed without detailed guardrails and targeted benefits. Please adopt these four policy recommendations to center equity in the final model rule to invest in the health, leadership, and economic opportunity of communities who need it the most. |

The regional approach reflected in TCI-P offers significant potential to reduce the outsized climate impact of our transportation system by redirecting investments and policies toward cleaner vehicles, less auto-dependent development patterns, and more accessible and equitable transportation alternatives. As noted in the April 7, 2021 joint comment letter that SELC and more than 80 other transportation, health, environmental, business, labor, and community groups signed onto, there are aspects of the draft Model Rule that need to be strengthened to ensure TCI-P delivers an ambitious and equitable program. To be successful, TCI-P must result in meaningful emissions reductions and public health benefits while simultaneously redressing persistent inequities built into our current transportation system, inequities that too often result in a disproportionate distribution of transportation services—and pollution—among different communities based on race and income levels. In addition to strengthening the draft Model Rule, these aspects will also need to be squarely addressed in the state-specific implementation programs that each participating jurisdiction develops.
We look forward to continuing to participate in the development of TCI-P, both at the regional level and in the individual states within SELC’s region that are considering signing the Memorandum of Understanding. |

I call for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across Virginia, and (3) robust empowerment of Virginia's Equity Advisory Body.

This is a pivotal moment in our history - we need to act decisively now to cut carbon emissions or the results will be cataclysmic - the impacts of climate change are already felt around the world. Volunteers with 350VT and other climate justice organizations are working steadily to address the challenge of transportation, Vermont's most carbon intensive sector. The TCI provides an excellent structure for reducing emissions while providing funding for a transportation infrastructure that reflects the need for a radical reduction in greenhouse gasses. As a psychologist working primarily with the next generation, I know firsthand young people's significant concerns about the health of our planet. For that reason alone investment in TCI is a winning collaboration to help preserve what we can of the natural world and its myriad benefits to earth's inhabitants. |

First it was the crisis of a global ice age. The science and data did not support these claims. Then these same people came up with global warming. But once again, the science and data did not support the charge of catastrophic rising of temperatures. Now it is climate change which describes the weather which must change by its nature if it never did then that itself would be a crisis. There is no catastrophic crisis related to weather, but there is fatal crisis as it relates to these solutions to non existent crisis. Stop these attacks on our free markets and our rights. |

This will impact all citizens in some way including the "disenfranchised" you continue to say you are going to help. It will impact all via food cost increases due to higher delivery truck fuel costs and each and every citizen of this commonwealth who must drive to their job or medical care thereby increasing the tax of your coffers. This is the most hypocritical action you could take to supposedly help all citizens and especially those struggling the most! |

You call yourselves The Metropolitan Group. Well there is a Federally mandated planning group established in all the metropolitan areas of the US that already do what you are proposing to do. How do I know that? I used to be the Director of Planning for the Federal Transit Administration and all transportation planning and related air quality issues were addressed by the Metropolitan Planning Organizations (MPO). Each MPO has a Public Advisory Committee that is pulled from communities in their planning areas. I also serve on the Baltimore Regional Transportation Board - Public Advisory Committee representing Howard County, MD. MPOs are also funded by the USDOT to deal with the car and transit areas. Both areas contribute 40% of CO2 emissions.
1. Facilitate critical equity conversations with environmental, climate and transportation justice groups and other stakeholders regarding how to ensure that their considerations are at the center of the implementation phase of TCI-P.
2. Work with communities to co-create and develop a TCI-P model framework for public engagement.
3. Provide technical assistance to equity and environmental justice stakeholders to support their meaningful and informed engagement in the design and implementation of TCI equity proposals, decarbonization strategies and investments. For example, this will include support for enhanced public engagement and communications to ensure equity and environmental justice principles are embedded into TCI-P documents and materials, public engagement processes, targeted investment strategies and proposed projects.
4. Facilitate the collaborative engagement of equity and environmental justice stakeholders in designing, implementing, and participating in TCI-P Equity Advisory Bodies. 5. Create plain language communication materials that seeks to make the Transportation and Climate Initiative Program more understandable and accessible to a broader cross section of stakeholders.
