The Virginia League of Conservation Voters supports a strong TCI-P Model Rule that (1) ensures meaningful climate action to address Virginia's largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities, (3) meaningfully empowers Virginia's Equity Advisory Body, (4) integrates air quality commitments across Virginia and (5) affords Virginia the opportunity for a cleaner, healthier transportation system."

I call for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across Virginia, and (3) robust empowerment of Virginia's Equity Advisory Body

I am writing to you as a co-founder of Faith Alliance for Climate Solutions (FACS). Our organization started in a church basement in Oakton, Virginia seven years ago. Today, we have close to 3,000 supporters drawn from nearly 100 congregations, temples, and mosques throughout Northern Virginia. No matter our faith traditions, FACS activists believe that addressing climate change is an urgent moral responsibility.
We know that transportation is one of the biggest sources of greenhouse gas (GhG) pollution in Virginia and the region. Dangerous particulates that cause health problems like asthma flow from gasoline and diesel. Particulate pollution especially impacts those near major roads, which often include lower income and minority communities.
We need to move to a clean transportation system and a clean-energy economy.
FACS strongly supports a muscular TCI-P Model Rule that both ensures meaningful climate action to address Virginia's GhG pollution from the transportation sector, directs significant investments to correcting historic inequities in overburdened and underserved communities; and affords Virginia the opportunity for a cleaner, healthier transportation system.
TCI-P will greatly help Virginia and the region improve air quality, lower health care costs, reduce GhG pollution, and generate revenue for other environmental initiatives to further accelerate our progress.
For these reasons, we urge the adoption of a strong TCI-P Model Rule and urge you to act for the benefit of all generations.

For a decade, the UU Congregation of Fairfax has acted to address climate change and environmental injustice. We believe that climate change is the moral, ethical and spiritual challenge of our age that must be confronted -- not only for the health and welfare of ourselves, our children and grandchildren, but also for the whole interconnected web of life that is threatened by humanity's burning of fossil fuels. Transportation accounts for a huge proportion of greenhouse gases. To sharply curtail this pollution that is forcing climate chaos already, governments must act to disincentivize carbon pollution and incentivize alternative, non-polluting transportation.

Consequently, I strongly urge Virginia's adoption of the TCl. It will reduce carbon emissions in the transportation sector in Mid-Atlantic and New England states, and the TCI-P will establish a “cap-and-invest” program. TCI-P will decrease air pollution and greenhouse gas emissions, improve public health, and generate substantial revenues to promote environmental justice and enable swifter progress toward a clean-energy economy. I understand that there may be small increases in gasoline prices. Those small increases will be more than offset by the benefits of the TCI-P in moving the commonwealth off fossil fuels and into a non-polluting economy.

The Transportation and Climate Initiative (TCI) aims to reduce carbon emissions in the transportation sector by establishing a "cap and invest program to decrease air pollutions and generate revenues toward a clean economy. Transportation is the biggest source of gas emissions in Virginia and has the greatest impact on poor and minority communities.
Acting now will improve our air quality, lower health care costs, reduce gas emissions and generate revenue for environmental initiatives.

It is absolutely that this be supported. It is our responibility to mitigate the damage being done to our planet. We have no other. Humans and other species are face obliteration if we continue on our present course. We are on the brink of failing. Future generatons will suffer. Many parts of the planet are already unable to exist in their area.

I am opposed to this scheme as I am all interstate compacts, which are unconstitutional unless authorized by the U.S. Congress. It is not about fighting climate change, which could be done by employing many different free-market approaches. Instead, it is about controlling more of the lives of U.S. citizens.
