The Transportation and Climate Initiative Program (TCI-P) is a welcome step forward to addressing this major source of pollution, while steering needed investments in a modern, sustainable transportation system.
Funding provided by the TCI-P could help with ongoing efforts to put more electric vehicles on the road in Virginia along with equitably distributed charging infrastructure across the state.
The TCI-P also presents the opportunity to drive investments in a cleaner transportation system in the communities that have suffered the most from vehicle pollution. While the model rule calls for at least 35 percent of TCI proceeds to go toward frontline, impacted communities, here in Virginia I would hope we go above and beyond that benchmark, investing at least half of our TCI revenue in programs and infrastructure that will lower this disproportionate pollution burden.
I hope this important framework moves forward for the good of our climate, our health and our future.

I also urge for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across Virginia, and (3) robust empowerment of Virginia's Equity Advisory Body. |

We believe that climate change is the moral, ethical and spiritual challenge of our age that must be confronted -- not only for the health and welfare of ourselves, our children and grandchildren, but also for the whole interconnected web of life that is threatened by humanity's burning of fossil fuels. Transportation accounts for a huge proportion of greenhouse gases. To sharply curtail this pollution that is forcing climate chaos already, governments must act to disincentivize carbon pollution and incentivize alternative, non-polluting transportation.
Consequently, I strongly urge Virginia's adoption of the TCl. It will reduce carbon emissions in the transportation sector in Mid-Atlantic and New England states, and the TCI-P will establish a “cap-and-invest” program. TCI-P will decrease air pollution and greenhouse gas emissions, improve public health, and generate substantial revenues to promote environmental justice and enable swifter progress toward a clean-energy economy. I understand that there may be small increases in gasoline prices. Those small increases will be more than offset by the benefits of the TCI-P in moving the commonwealth off fossil fuels and into a non-polluting economy. |

In the face of all the development of electric and hydrogen technology, here in the UK, we have developed the simple, cheap Rankine Cycle engine to use bioethanol rocket fuel to produce the high torque required by HGVs and buses. It can, of course be used effectively in smaller vehicles but the greatest demand is as a power source for the larger and off-road vehicles. I don’t have to explain bioethanol to you, that the US is the world’s largest manufacturer and that the industry works at the behest of the oil companies. The two-cylinder engine may require some simple explanation and we’ll be pleased to answer queries.
The reference to rocket fuel is because, in WW2, the Germans bombed Britain with V2 (A4) rockets that travelled at a height of 128 miles at a speed of 3,500 mph fuelled by 75% bioethanol, the other 25% was water! Please ease up on natural gas, it’s far from clean.
Looking forward to hearing from you

A stable climate is the most fundamental determinant of health. With our pollution, we are contributing to more and earlier deaths and disability. Transportation is the biggest source of greenhouse gas emissions in Virginia and the region, as well as dangerous particulates that cause health problems like asthma. We have not only a health issue, but a moral issue because particulate emissions especially impact people living near major roads, which are often lower income and minority communities. We need a clean transportation system, and a clean-energy economy. Because I live just across the river, everything Virginia does to affect its air affects me.
TCI-P will greatly help Virginia and the region do this. I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address Virginia's largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords Virginia the opportunity for a cleaner, healthier transportation system. |

Transportation is the biggest source of greenhouse gas emissions in the region, as well as dangerous particulates that cause health problems like asthma. Particulate emissions especially impact those near major roads, which often include lower income and minority communities. To solve these problems we need to move to a clean transportation system, and a clean-energy economy. TCI-P will greatly help the region do this – it will improve air quality, lower health care costs, reduce greenhouse gas emissions, and generate revenue for other environmental initiatives to further accelerate our progress.
I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address the largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords the opportunity for a cleaner, healthier transportation system. The model rule sets a crucial regional baseline for how states can achieve this.
441 constituents [listed in the attached document] have voiced their support for adding the following four policy recommendations to ensure that center equity is better centered in the final model rule for the implementation of TCI-P.
1. Uplift community decision-making power by ensuring equity advisory bodies are made up of disproportionately impacted communities, have expanded responsibilities, and receive capacity support.
2. Ensure direct and meaningful investments for disproportionately impacted communities at a percentage that is significantly greater than their share of the population.
3. Promote access to quality jobs and training by incorporating high road labor and workforce development standards.
4. Commit to localized air pollution reduction and expanded air quality monitoring in pollution burdened communities.
The potential benefits of TCI-P are not guaranteed without detailed guardrails and targeted benefits. Please adopt these four policy recommendations to center equity in the final model rule to invest in the health, leadership, and economic opportunity of communities who need it the most. |
