What the HELL are you doing to Virginians with this INANE "climate initiative"???? You are hurting the very people who WORK! You are accomplishing NOTHING -- CO2 is what plants need, and plants give us OXYGEN back. The Chinese are busy scarfing up all of the world's fossil fuels so that they will be the engines of the world -- while IDIOTS like you are starving us all.
We have: world-wide commodity shortages, increased production and raw material costs, , a stock market bubble, and an increase in monetary growth by 336 percent over the last 12 months… inflation is building rapidly… Soon no one will be able to afford ANYTHING let alone TRANSPORTATION.
WHY are you making Virginians suffer? HOW will this "save the planet"????? Are you INSANE??? (Answer: yes)
The elites who rule this country, and especially VIRGINIA, are stupid, selfish, careless, destructive and will cause world-wide suffering and devastation. This is how Hitler came to power. OH WAIT, HITLER IS ALREADY IN POWER.

The Transportation and Climate Initiative will NOT be good for Virginia or Virginians. Do not join this iniative.

Enacting strong and robust TCI rules is critically important. This is an important tool in needed efforts to electrify all forms of ground transportation. Our fossil fuel vehicles are killing us in so many ways and this needs to stop. Climate change, poor air quality, and added healthcare costs, are just a few reasons why we need to act. TCI can ensure that we address these issues along with correcting historic inequities in overburdened and underserved communities. Also, our addiction to fossil fuels often provides funding to terrorist groups and unfriendly governments around the world. Any one of these reasons is enough to support vehicle electrification and TCI, added together, they make this an imperative with benefits for everyone.

I urge the Vermont Legislature and Go. Scott to sign on to the TCI-P initiative. It is critical we provide momentum to this key effort not just to save the planet, but because it will invigorate our economy in the short term as well. I also hope Vermont will join the effort to address disparities by setting aside significant revenue to balance inequities in impact.

Thank you for reaching out to the public as the Draft Model Rule is in development. I have read a number of comments with attention and, speaking as a Vermonter, it is clear that a regional public transportation initiative will benefit Vermont as well as the Northeast in vital ways. I note that as we have a growing older population the value of public transportation will only increase. Well-planned public transportation is of value locally—which cannot be overemphasized, as we are so far behind in this area as a country, but high-speed train service, as in Europe, for longer distances should be included if we want the Northeast to boom economically in the post-fossil fuel age we are entering. What’s more, in a post-Covid era, with office workers likely to work from home much more often, we have a chance to boost rural areas that have been suffering population drain by at long last planning a truly effective network for public transportation. Train—and electrical bus—commuting can, if properly designed, reduce CO-2 emissions, but they alsoo have other benefits, suh as reduced stress and increased effective working hours for those who commute. I speak as someone who commuted by bus and train for ten years. We humans have constructive capacities. This Draft Model Rule reflects that, especially in its regional rather than state-based thinking. It’s time to move on to a healthier and also more economically sound transportation system. I hope Vermont will soon join the coalition.

The TCI-P is a good way forward on cutting carbon and particulate emissions from the transportation sector on of the biggest polluting sectors in our area. The positive benefits on climate and health for our most vulnerable communities are key benefits of this initiative. Cleaner air, more equitable and resilient transportation are admirable goals.

The TCI-P Model Rule should should include a minimum investment to ensure an expanded proportion of investments for the. Underserved and overburdened populations.

The Rule should mandate integration of air quality comments across Virginia. Finally, the Rule should ensure an effective role for Virginia’s Equity Advisory Body.

I call for the TCI-P Model Rule to include:
(1) a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program,
(2) integration of air quality commitments across Virginia, and
(3) robust empowerment of Virginia's Equity Advisory Body.

I do not supoport this initiative that puts America's economic needs at risk while other nations are given a waiver because they claim some "developing" status. If we are going to make the World better for all of us, we need a comprehensive, no-waivers, all nations plan of attack.
American can not and should not go it alone on this issue. We will all be long gone before this planet is no longer habitable (if that ever happens). The science on this issue to too mushy to proceed at this time.
