What I have read is that it raises prices on consumer goods such as gasoline, requires endless paperwork by gas station franchises, and accomplishes no real environmental benefits.
In the end all it does is to create a pot of tax money that is funneled into pork barrel projects that are unrelated to improving the environment.
I recommend that Virginia not be part of another ultra-left boondoggle. |

(2) Directs significant investments to correcting historic inequities in overburdened and underserved communities;
(3) Affords Virginia the opportunity for a cleaner, healthier transportation system.
For too long business interests and lobbyists have steered public policy. It is time for things to change before it is too late.

The transportation corridors in Virginia are some of the most heavily traveled on the East Coast and have NEVER been adequately maintained due to the political decision making at the Federal level, while the lifeline to the Federal government lies in the direct availability to Washington provided by Virginia's highways, which are maintained poorly with waning help from the area that benefits most from it.
There is a net negative benefit to Virginia's highway maintenance coffers with an almost infinitesimal reduction (0.000018 degrees Celsius) in the global temperature as a result. The cost of increased taxes levied on corporations will be passed on to consumers who will additionally pay higher energy costs. Virginia taxpayers lose all the way around.
Virginia should NOT join this fools errand. |

Electric cars are a wave of the future and beyond. Do not burden other people to pay for your progress. The "overburdened and underserved communities" that this subsection refers to -- receiving "no less than 35 percent of the proceeds from the auction of allowances to ensure that overburdened and underserved communities benefit equitably from clean transportation projects and programs" is not a high enough percentage for these communities. Instead, the percent of revenue dedicated to equity investments must exceed the percentage of overburdended and underserved (to later be defined) communities in the state. Unlike a flat percentage, this would ensure that there’s enough money to make meaningful investments in our most vulnerable communities.
I am concerned that there is economic risk if Governor Scott and the Vermont Legislature refuse to join TCI-P. Like RGGI, most of the facilities that will have to purchase allowances are located outside of Vermont and, according to Vermont’s lead TCI negotiator, it is “possible and very likely” these companies will pass on their compliance costs to Vermonters regardless if Vermont participates. So, to take advantage of TCI-P’s economic benefits and avoid a situation where Vermonters are paying for modern infrastructure in states outside of Vermont, I urge Governor Phil Scott and the Vermont Legislature to support participation in TCI-P from the get-go. |

We need to minimize Vehicle Miles Traveled, improve gas mileage and increase the percentage of EV's in the fleet in order to reduce emissions generated by individual vehicles, and create walkable communities with bike/pedestrian and transit alternatives that facilitate mobility without using a car. The TCI-P Model Rule addresses racial injustice as it invests in underserved communities and will help provide a cleaner, healthier transportation system for Virginia. Investing in a clean economy for Virginia, is a win as it will improve air quality, lower health care costs, reduce greenhouse gas emissions, and generate revenue for other environmental initiatives to further accelerate our progress. |

More creative transit ideas must emerge instead.
VDOT & Transurban have long pursued this Land-grab without realistically considering the Significant Climate and Community Impacts.
In a small McLean, VA Area.... from Georgetown Pike (193) to George Washington Parkway....they want to Add 4 New HOTLanes, 2 New Bridges, Wider Elevated Access Lanes, and 3 Elevated Flyover Ramps at the GW Parkway Area.
There are 4 Schools within 1 mile of this proposed HOTLanes Area...with Cooper Middle School immediately Adjacent to 495 Beltway. There is also Langley Open Air Swim Club, with 1000 members, adjacent to 495.....and several adjacent Neighborhoods.
VDOT elected to do only a minimum EA, not and EIS. In-depth Factual Increased Environment Impacts have Not been Considered.
Increased Pollution, Noise and Stormwater are Not being Mitigated.
Construction Silica Dust has not been adequately studied, which poses many health concerns and is especially dangerous for Children.
Requests for Air Monitors for this already Polluted Beltway Area have been ignored. Air Monitors should be in place now and monitored for the Safety of our Children and Community.
The GW Parkway Area is currently a Jammed Merge Area before the American Legion Bridge and causes great Pollution from all the Idling Merging Cars.
Adding More HOTLanes to this Northern Merge Area will create MORE CONGESTION BACKUPS for 495, Local Access Lanes, Local Neighborhoods, McLean CBC, Corridors: 193-123-Old Dominion, TYSONS and the Region.
There are Major Climate Impact Concerns Resulting....along with Social Justice P3 issues.
If the 495Beltway Corridor is Congested with Traffic.... National Security Issues are also of Major Concern.
There must be a Better Solution for our Climate & the Community Wellbeing.

The burden climate change places on our communities is steadily worsening. Action to reduce greenhouse gas emissions is needed now; we cannot delay any longer. Additionally, communities are suffering from particulate emissions, with negative health effects on all of us but dis-proportionally impacting lower income and minority communities most often located near major roads.
Transportation is the biggest source of greenhouse gas emissions in Virginia and the region, as well as dangerous particulates. We can best tackle both of these problems by moving to a clean transportation system, and a clean-energy economy. TCI-P will greatly help Virginia and the region do this. It will improve air quality, lower health care costs and reduce greenhouse gas emissions. It will also generate revenue for other environmental initiatives to further accelerate our progress.

In the Commonwealth of Virginia, the transportation sector is the key (and essentially largest) polluter -- from particulates that harm human health to carbon emissions that worsen climate risks.... read more In the Commonwealth of Virginia, the transportation sector is the key (and essentially largest) polluter -- from particulates that harm human health to carbon emissions that worsen climate risks. Addressing transportation pollution will pay off for Virginians, in multiple ways, including that improved health will not just make us happier and reduce suffering but will also foster increased productivity in our businesses, offices, and schools. And, that reduced pollution will reduce environmental damages (local to global).
As well, the TCI-P is to be lauded as a tool to address environmental injustices driven by (for example) polluting diesel pollution in poorer communities. TCI-P revenue could, for example, be leveraged to accelerate electric school bus programs which will have tremendous benefits for the students, their neighborhoods, and for the Commonwealth in the near and long term.
The TCI-P offers a quite moderate, market-based tool to help foster a cleaner transportation system. Leveraging the market -- penalizing polluting transportation and incentivizing clean transportation -- will have real benefits for today's and tomorrow's Virginians and Virginia.
