Particulate emissions especially impact... read more Transportation is the biggest source of greenhouse gas emissions in the region, as well as dangerous particulates that cause health problems like asthma. Particulate emissions especially impact those near major roads, which often include lower income and minority communities. To solve these problems we need to move to a clean transportation system, and a clean-energy economy. TCI-P will greatly help the region do this – it will improve air quality, lower health care costs, reduce greenhouse gas emissions, and generate revenue for other environmental initiatives to further accelerate our progress.
I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address the largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords the opportunity for a cleaner, healthier transportation system. I call for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across the region, and (3) robust empowerment of state equity advisory bodies |

By this I mean, community-specific outreach must be made to communities whose voices in the past have been absent due to inequities of income, class, education, occupation, race, and culture. In our community of Winooski, the most diverse in Vermont, it took Students to educate the Schools on racial equity, for example!
Attention to Equity in addressing Climate and Energy is essential for our country's future. Whether farmer, hourly service worker or caregiver, immigrant, tradesperson, or businessperson, educator, or what have you, some people will be more apt to show up in this kind of questionnaire. If groups of people are not being heard from, reach out to them. I believe this will result in the most effective and just changes going forward.

This will impact all citizens in some way including the "disenfranchised" you continue to say you are going to help. It will impact all via food cost increases due to higher delivery truck fuel costs and each and every citizen of this commonwealth who must drive to their job or medical care thereby increasing the tax of your coffers. This is the most hypocritical action you could take to supposedly help all citizens and especially those struggling the most! |

Decarbonization of the transportation sector is a vital endeavor. Unfortunately efforts are uniformly targeted at highway vehicles and railroad electrification is consistently ignored. It is proven technology, in widespread use worldwide except in North America. Billions are being spent to develop electric delivery vans, trash trucks, and school buses, all of which operate very limited miles and hours daily. Meanwhile diesel locomotives by the thousands operate tens of thousands of miles across America every day. This is the proverbial low-hanging fruit. Rail is already about four times more energy efficient than over-the-road trucking. Less fuel consumed means less pollution created, lowered greenhouse gas emissions, and less impact on climate change. It follows that as much surface freight transportation should move by rail as possible. Carrying the trucks on trains instead of driving each one is where the real benefit lies. Electrification has the potential to double rail's advantage. It's time to go there. It's shovel ready! |

This proposal would take away critical funds needed to maintain roads that are still needed even if electric vehicle usage is increased, and cause hardship due to the prices increases passed on to consumers, all for .000018 degree C reduction in global warming (according to Dr. David Schnare, a 34 year veteran of the EPA). Add that to the madness of pushing electric vehicles which have a massive production impact on global warming and the environment that takes years to break even on from reduced emissions, and it is clear to see how the TCI-P is a bad idea. |

My job is 5 miles north, my kids go to school 10 miles east and my husband works 50 miles away in DC. How exactly is increased transit going to efficiently and effectively deliver us all where we need to be? It won't, and the increased tax to purchase gasoline due to the TCI will be a huge burden to my family and others like us. The worst part is that the science is clear that electric vehicles are not the environmental panacea that the media would have us believe. They are carbon-intensive to produce and leave behind toxic used batteries. The most disgusting part of this is that it will yield so little positive impacts and seems to be just be yet another government overreach intended to control the way people live and take away any sort of individual decision-making. |
