Now Biden's increase the price of gas by stopping the gas line from being built. Does the government think we are idiots???? When gas goes up so do groceries, cost of building homes, rent everything!!! It always gets passed on to the consumers. Mostly the people at the bottom of the totem pole. BUT, they always say they are looking out for them. Really?? Oh but some of you got a stimulus package. Was it spent on paying bills? Probably not. Keep gas prices down! Keep taxes down! Working people are tired of paying for people who don't want to work who depend on the government to pay their way!!! It's bad when the government has made it so it's cheaper to stay at home rather than work!! |

Transportation is the biggest source of gas emissions in Virginia and has the greatest impact on poor and minority communities.
Acting now will improve our air quality, lower health care costs, reduce gas emissions and generate revenue for environmental initiatives.

The Southern Environmental Law Center supports the general concept and framework that has been established for the TCI program (TCI-P), as we have stated in previous joint comment letters that we... read more The Southern Environmental Law Center supports the general concept and framework that has been established for the TCI program (TCI-P), as we have stated in previous joint comment letters that we have signed onto as well as comments we have submitted on our own behalf throughout the development of TCI-P.
The regional approach reflected in TCI-P offers significant potential to reduce the outsized climate impact of our transportation system by redirecting investments and policies toward cleaner vehicles, less auto-dependent development patterns, and more accessible and equitable transportation alternatives. As noted in the April 7, 2021 joint comment letter that SELC and more than 80 other transportation, health, environmental, business, labor, and community groups signed onto, there are aspects of the draft Model Rule that need to be strengthened to ensure TCI-P delivers an ambitious and equitable program. To be successful, TCI-P must result in meaningful emissions reductions and public health benefits while simultaneously redressing persistent inequities built into our current transportation system, inequities that too often result in a disproportionate distribution of transportation services—and pollution—among different communities based on race and income levels. In addition to strengthening the draft Model Rule, these aspects will also need to be squarely addressed in the state-specific implementation programs that each participating jurisdiction develops.
We look forward to continuing to participate in the development of TCI-P, both at the regional level and in the individual states within SELC’s region that are considering signing the Memorandum of Understanding. |

This will impact all citizens in some way including the "disenfranchised" you continue to say you are going to help. It will impact all via food cost increases due to higher delivery truck fuel costs and each and every citizen of this commonwealth who must drive to their job or medical care thereby increasing the tax of your coffers. This is the most hypocritical action you could take to supposedly help all citizens and especially those struggling the most! |

TCI-P is a strong, equitable transportation policy that centers low-income and marginalized communities. TCI-P, like the Regional Greenhouse Gas Initiative (RGGI), is a regional program that will reduce transportation emissions while allowing participating states to better invest in communities that must not be left out of our transition away from fossil fuels.
Transportation emissions account for almost half of climate pollution in Vermont. In order to meet our requirements under the Global Warming Solutions Act, we must substantially decrease emissions in this sector. According to TCI-P designers, this program would reduce our emissions 26% over 10 years alone. TCI-P will strengthen the economy.
According to Vermont Businesses for Social Responsibility (VBSR) – who represents thousands of Vermont businesses – roughly $1.5 billion a year of the $2.0 billion we spend on fossil fuels is sent out of state. TCI-P will allow us to substantially increase deployment of renewable energy, decreasing the amount of money leaving and increasing the number of well-paying jobs for hundreds of Vermont families.
With your support we can make sure that the TCI-P program both reduces climate emissions and helps those who need it most.

1. Will there be an incentive per gallon for low carbon index ethanol produced like the Low Carbon Fuel Standard (LCFS) implemented in California?
2. Will the regulated fuel supplier be able to reduce their purchases allowances if they use lower carbon index ethanol or higher blending fuels such E15, E85?
