I'm also tired of the terrible traffic due to a underdeveloped and underfunded public transportation system. The Transportation and Climate Initiative Program (TCI-P) is a welcome step forward to addressing this major source of pollution, while steering needed investments in a modern, sustainable transportation system. I fully support cleaning up our environment and reducing traffic in the area. Please invest at least half of our TCI revenue in programs and infrastructure that will lower this disproportionate pollution burden. Thank you. |

There needs... read more The purchase of 'allowances' does not adequately serve the purpose of reducing emissions. This cost is simply passed down to the consumer; ultimately wreaking havoc on GDP. There needs to be major tax 'incentives' to produce cleaner energy and reduce GHG. If 'clean energy' becomes synonymous with 'profitability', then the stated goals of this plan are much more likely to succeed. Simply incorporating additional costs only hurts the very people you're trying to protect and is not really an equitable solution on its own. There are many who do wish to 'go green', but the startup is simply too cost prohibitive. Please add financial INCENTIVES to this plan, as the money made from 'allowances' (over the course of inflation that comes with this type of activity) will ultimately end up being next to worthless. The fact is, we should have cut out GHG a LONG time ago. We are already overdue and the fact that corporations can just pay-up and that somehow makes it ok is an insult to our planet, voting citizens and our children. The earth doesn't work that way. 'Paid-for emissions' are still emissions. Greener energy should be a REQUIREMENT, at this point. Gas stations change their pricing constantly, and drivers who commute are not going to stop driving. Since, COVID, driving has even become many individuals full-time job. And electric vehicles provide no benefit to our environment if the electricity they use still comes from the burning of fossil fuels. Consumers still require energy. Added costs, simply get passed down to the end-users who have even less means to make an impact. Ultimately, change rests in the hands of the producers of that energy. As such, clean energy production should be mandated, if not strongly encouraged through credits and tax incentives. Simply taxing emissions, as we've already witnessed over the years, does absolutely NOTHING to produce the desired change this policy lays out. Please provide the 'carrot' AND 'the stick' to ensure our children have a habitable world to live in. |

Unfortunately, we... read more I'm sharing my input here because I support a strong TCI-P Model Rule that ensures meaningful climate action to address Virginia's largest driver of our climate crisis. Unfortunately, we no longer have the luxury of wasting time on the climate crisis. Luckily, a TCI-P Model Rule can actually benefit us in more ways than just addressing climate action. it also can direct significant investments to correcting historic inequities in overburdened and underserved communities and affords Virginia the opportunity for a cleaner, healthier transportation system. Any calls to reject or weaken the TCI Program are direct calls to ignore climate change and promote pollution.
I also support the TCI-P Model Rule to include a minimum investment amount to ensure overburdened and underserved communities in Virginia receive a greater-then-proportional share of investments from the program, integration of air quality commitments across Virginia, and robust empowerment of Virginia's Equity Advisory Body.
This is an opportunity for Virginia to take care of its most underserved and unprotected citizens. |

But once again, the science and data did not support the charge of catastrophic rising of temperatures. Now it is climate change which describes the weather which must change by its nature if it never did then that itself would be a crisis. There is no catastrophic crisis related to weather, but there is fatal crisis as it relates to these solutions to non existent crisis. Stop these attacks on our free markets and our rights. |

You call yourselves The Metropolitan Group. Well there is a Federally mandated planning group established in all the metropolitan areas of the US that already do what you are proposing to do. How do I know that? I used to be the Director of Planning for the Federal Transit Administration and all transportation planning and related air quality issues were addressed by the Metropolitan Planning Organizations (MPO). Each MPO has a Public Advisory Committee that is pulled from communities in their planning areas. I also serve on the Baltimore Regional Transportation Board - Public Advisory Committee representing Howard County, MD. MPOs are also funded by the USDOT to deal with the car and transit areas. Both areas contribute 40% of CO2 emissions.
1. Facilitate critical equity conversations with environmental, climate and transportation justice groups and other stakeholders regarding how to ensure that their considerations are at the center of the implementation phase of TCI-P.
2. Work with communities to co-create and develop a TCI-P model framework for public engagement.
3. Provide technical assistance to equity and environmental justice stakeholders to support their meaningful and informed engagement in the design and implementation of TCI equity proposals, decarbonization strategies and investments. For example, this will include support for enhanced public engagement and communications to ensure equity and environmental justice principles are embedded into TCI-P documents and materials, public engagement processes, targeted investment strategies and proposed projects.
4. Facilitate the collaborative engagement of equity and environmental justice stakeholders in designing, implementing, and participating in TCI-P Equity Advisory Bodies. 5. Create plain language communication materials that seeks to make the Transportation and Climate Initiative Program more understandable and accessible to a broader cross section of stakeholders. Translated materials will also be made available |
