I would like to see an emphasis on electric vehicles and more power stations as we get closer to 2030. This should be extended to public transportation of all kinds, including paratransit. The transportation corridors in Virginia are some of the most heavily traveled on the East Coast and have NEVER been adequately maintained due to the political decision making at the Federal level, while the lifeline to the Federal government lies in the direct availability to Washington provided by Virginia's highways, which are maintained poorly with waning help from the area that benefits most from it.
There is a net negative benefit to Virginia's highway maintenance coffers with an almost infinitesimal reduction (0.000018 degrees Celsius) in the global temperature as a result. The cost of increased taxes levied on corporations will be passed on to consumers who will additionally pay higher energy costs. Virginia taxpayers lose all the way around.
Virginia should NOT join this fools errand. |

Particulate emissions especially impact those near major roads, which often include lower income and minority communities. To solve these problems we need to move to a clean transportation system, and a clean-energy economy. TCI-P will greatly help the region do this – it will improve air quality, lower health care costs, reduce greenhouse gas emissions, and generate revenue for other environmental initiatives to further accelerate our progress.
I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address the largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords the opportunity for a cleaner, healthier transportation system. I call for the TCI-P Model Rule to include (1) a minimum investment amount to ensure overburdened and underserved communities receive a greater-then-proportional share of investments from the program, (2) integration of air quality commitments across the region, and (3) robust empowerment of state equity advisory bodies |

I believe SMART growth principles can bring housing and business into a configuration in which shared transportation is more efficient. Maintenance and upgrade of bridges and tracks used by trains is critical. |

Virginia should not join TCI. It will impact average citizens, truckers and businesses alike.
Virginia cannot afford to join the TCI. The cost to the energy sector will trickle down and impact all Virginians using fuel.

Virginia should join the TCI because the program is focused to decrease the harmful effects of climate change that humanity is inflicting on the earth. It is really that simple. With each governance innovation, we must better steer our public and private investments to creating an efficient, better, truly sustainable transportation systems.
As our region's transportation emissions are a huge contributor in our changing climate, we can address nearly one-half of Virginia’s carbon output. We need environmental justice principles embodied in strategies that address toxic air pollution that falls disproportionately on low-income or politically disconnected populations.
We must use the funding provided by the TCI-P to help with ongoing efforts to put more electric vehicles and infrastructure in play in Virginia along with equitably distributed charging stations across the state.
We must target a higher attainable goal, beyond the model rule - for at least 35 percent of TCI proceeds going toward frontline, impacted communities. The TCI-P can drive investments in a cleaner transportation system in the populations and communities that have suffered the most from vehicle pollution. Let's invest at least half of our TCI revenue in programs and infrastructure that will truly lower the disproportionate pollution burdens on our people.
Thank you for soliciting and analyzing these comments and engaging the public on this critical measure. We must meet the moment for our collective health and future.

We'd like a minimum investment amount to ensure overburdened communities get a bigger share of investments to match renewable resolutions across the state. |

I particularly support it in view of the fact that the Biden administration is now working to update transportation and other infrastructure with an intent to mitigate Climate Change. We are in the midst of a crucial paradigm shift and the stronger the partnership working through that change, the better. Virginia needs a TCI-P Model Rule to make sure that overburdened and underserved communities in Virginia receive an appropriate share of investments from the program. |

Having transportation with fewer or zero carbon emissions is imperative. In order to benefit everyone, that transportation needs to be equitable. When one segment of our population is suffering, we all suffer the consequences. For too long we have lacked empathy & been self-focused & profit-driven in this country. It's time to create a sustainable lifestyle for everyone and demonstrate to the world that we have the moral courage to do so. We cannot expect to be a world leader in the global economy when our own country is so divided and inequitable. |
