The financial impact of this last year on both individuals and businesses has also been very difficult, and the last thing we need are rising gas prices, that will further negatively impact family incomes, trucking transportation prices, making the cost of goods and services escalate. More creative transit... read more I support putting a "brake" on carbon emissions. This is not accomplished by building more Lanes....such as More Harmful HOTLanes in Northern VA with 495NEXT. More creative transit ideas must emerge instead.
VDOT & Transurban have long pursued this Land-grab without realistically considering the Significant Climate and Community Impacts.
In a small McLean, VA Area.... from Georgetown Pike (193) to George Washington Parkway....they want to Add 4 New HOTLanes, 2 New Bridges, Wider Elevated Access Lanes, and 3 Elevated Flyover Ramps at the GW Parkway Area.
There are 4 Schools within 1 mile of this proposed HOTLanes Area...with Cooper Middle School immediately Adjacent to 495 Beltway. There is also Langley Open Air Swim Club, with 1000 members, adjacent to 495.....and several adjacent Neighborhoods.
VDOT elected to do only a minimum EA, not and EIS. In-depth Factual Increased Environment Impacts have Not been Considered.
Increased Pollution, Noise and Stormwater are Not being Mitigated.
Construction Silica Dust has not been adequately studied, which poses many health concerns and is especially dangerous for Children.
Requests for Air Monitors for this already Polluted Beltway Area have been ignored. Air Monitors should be in place now and monitored for the Safety of our Children and Community.
The GW Parkway Area is currently a Jammed Merge Area before the American Legion Bridge and causes great Pollution from all the Idling Merging Cars.
Adding More HOTLanes to this Northern Merge Area will create MORE CONGESTION BACKUPS for 495, Local Access Lanes, Local Neighborhoods, McLean CBC, Corridors: 193-123-Old Dominion, TYSONS and the Region.
There are Major Climate Impact Concerns Resulting....along with Social Justice P3 issues.
If the 495Beltway Corridor is Congested with Traffic.... National Security Issues are also of Major Concern.
There must be a Better Solution for our Climate & the Community Wellbeing.

Electric vehicles' manufacturing process result in its own pollutants for a long time, and EV batteries are toxic and currently not being disposed of safely. There is no 'cost-benefit' to this proposed rule. As always, any increases in costs to companies will simply be passed along to their consumers. I am against this proposed rule and TCI. It flies in the face of logic. |

Vehicle Outlook, EVs start out with a carbon deficit due to the amount of pollutants
released. However, the Electrical Vehicle (EV) manufacturing process—including mining of rare earth metals
for batteries— actually produces greater carbon emissions than the production of manufacturing
internal combustion vehicles. Depending on the source of electricity they use, the EV
can take years to break even on the carbon front, not to mention the still unsolved
problem of how to safely dispose of the toxic battery.
In addition, a recent study by the Virginia-based Thomas Jefferson Institute for
Public Policy estimated that this “carbon tax” would reduce the current revenue
needed by the commonwealth for road maintenance about 20 percent by 2022. |

Fortunately, transportation is one area where we can really changes things for the better with available technology. As the electrical grid "greens" EVs actually grow cleaner. The opposite is true for fossil-fueled (FF) vehicles as they grow dirtier with age. The low efficiency of FF vehicles coupled with the high life-cycle costs of fuel production make EVs a no-brainer if we're going to get ourselves out of this climate mess and provide a decent home of our children. In our hubris we have no concept of how things may change with warming. We've built our world, our houses, our infrastucture to serve the climate we know not one with overheating and extreme events. |

Human beings can change, but to do so, we must put aside greed and selfishness, and make solid changes that protect the Earth and all its inhabitants, great and small. In other words, we must EVOLVE. Transportation must change. Fossil fuels are endangering our welfare, our air, and our lands. We need clean cars, we need better public transportation, we need to get dirty automobiles/trucks off the roads, and increase investments in an equitable, cleaner, and more resilient transportation system. The transportation sector accounts for HALF of Virginia’s carbon footprint, making it our largest contributor by far to climate change, thus, here is where we must begin to change. I hope that the human race is smart enough to act on this. This is our future. |

With our pollution, we are contributing to more and earlier deaths... read more I am a Presbyterian elder who cares deeply for God’s creation. A stable climate is the most fundamental determinant of health. With our pollution, we are contributing to more and earlier deaths and disability. Transportation is the biggest source of greenhouse gas emissions in Virginia and the region, as well as dangerous particulates that cause health problems like asthma. We have not only a health issue, but a moral issue because particulate emissions especially impact people living near major roads, which are often lower income and minority communities. We need a clean transportation system, and a clean-energy economy. Because I live just across the river, everything Virginia does to affect its air affects me.
TCI-P will greatly help Virginia and the region do this. I support a strong TCI-P Model Rule that (1) ensures meaningful climate action to address Virginia's largest driver of our climate crisis, (2) directs significant investments to correcting historic inequities in overburdened and underserved communities; and (3) affords Virginia the opportunity for a cleaner, healthier transportation system. |

Overall, TCI represents an important step for our commonwealth to be better regional stewards of our climate and receive financial benefits. Especially by adopting TCI and incorporating strong equity provisions, we can ensure that emissions are reduced and communities that are disproportionately impacted by the climate crisis receive disproportionate health and financial benefits.
Specific recommendations:
Air quality monitoring commitments should be integrated into the Model Rule.
Each Participating Jurisdiction should establish air pollution reduction targets.
Establish an equity advisory board
TCI-P decision-makers must attribute the same weight and urgency to comments from
overburdened and underserved communities discussing impacts of TCI-P on those communities
as they do to comments regarding technical program design.

As well, the TCI-P is to be lauded as a tool to address environmental injustices driven by (for example) polluting diesel pollution in poorer communities. TCI-P revenue could, for example, be leveraged to accelerate electric school bus programs which will have tremendous benefits for the students, their neighborhoods, and for the Commonwealth in the near and long term.
The TCI-P offers a quite moderate, market-based tool to help foster a cleaner transportation system. Leveraging the market -- penalizing polluting transportation and incentivizing clean transportation -- will have real benefits for today's and tomorrow's Virginians and Virginia.
