Taxing diesel more will not only increase the fuel tax, but our food supply, as well as everything else being transported by the trucking industry. Electric vehicle are way out of the reach of the average citizen, especially us folks living on a fixed income. Climate has been changing for millions of years, and will continue to do so. |

Emissions, from a wide variety of vehicles which account for nearly half of Virginia's carbon output, are a huge driver of climate change, while also emitting toxic air pollution that falls... read more Emissions, from a wide variety of vehicles which account for nearly half of Virginia's carbon output, are a huge driver of climate change, while also emitting toxic air pollution that falls disproportionately on low-income populations and communities of color.
The Transportation and Climate Initiative Program (TCI-P) is a positive and welcome step forward to addressing this major source of pollution. The program will spur needed investments in a modern, sustainable transportation system. These investments could put more electric vehicles on the road in Virginia along with equitably distributed charging infrastructure across the state.
The TCI-P also presents the opportunity to direct investments in a cleaner transportation system in the communities that have suffered the most from vehicle pollution. While the model rule calls for at least 35 percent of TCI proceeds to go toward frontline, impacted communities, here in Virginia I would hope we go above and beyond that benchmark to at least 50% of TCI revenue in programs and infrastructure that will lower this disproportionate pollution burden.
It is my hope, as well as my plea, that this important framework moves forward for the good of our climate, our health and our future.

It will cost consumers and businesses too much at the gas pump and have a negative impact on average citizens, truckers, and businesses alike. This has the same effect as a 50 cent direct tax at the pump for every gallon of gas for all Virginians using fuel and a consequent dampening effect on our economy. Please do not sign on to this TCI Initiative.

Tax one thing and tax it well enough to cover your budget. This is a ridiculous idea which only results in a regressive tax on local people purchasing anything requiring local transportation. Decarbonization of the transportation sector is a vital endeavor. Unfortunately efforts are uniformly targeted at highway vehicles and railroad electrification is consistently ignored. It is proven technology, in widespread use worldwide except in North America. Billions are being spent to develop electric delivery vans, trash trucks, and school buses, all of which operate very limited miles and hours daily. Meanwhile diesel locomotives by the thousands operate tens of thousands of miles across America every day. This is the proverbial low-hanging fruit. Rail is already about four times more energy efficient than over-the-road trucking. Less fuel consumed means less pollution created, lowered greenhouse gas emissions, and less impact on climate change. It follows that as much surface freight transportation should move by rail as possible. Carrying the trucks on trains instead of driving each one is where the real benefit lies. Electrification has the potential to double rail's advantage. It's time to go there. It's shovel ready! |

The TCI-P is an excellent initial plan for cutting vehicle emissions in Virginia (and surrounding states). It will promote an increase in electric vehicles and the needed charging infrastructure to support this revolutionary transformation of transportation.
This initiative, plus the complementary steps being taken by our federal government, will provide thousands of well-paying new jobs for Virginians, especially in front-line communities. Even more important: it will help save our endangered planet, so future generations can survive and thrive.
