My generation is going to be facing the worst effects of climate change, and we don't have time to wait. TCI is a great way to incentivize a decrease in emissions, and to generate revenue to fund renewable energy projects.
Transportation is the biggest source of emissions in the Northeast, and is also seriously declining. Our public transportation infrastructure is terrible, and TCI is a great way to not only reduce these emissions, but to get funding to fix our failing transportation infrastructure.
I think that passing TCI would be very beneficial long-term, and could help all of us in the Northeast reach our emission reduction goals. I'd rather pay a few more cents for gas to have a cleaner, safer environment for everyone. TCI will also help to fund the shift to electric vehicles, which is going to happen no matter what, and TCI would help to make that transition smoother and better for everyone. |

Pollution caused by transportation is our largest source of global warming emissions both regionally and nationally and therefore it is absolutely imperative that my home state of New Hampshire join the plan to reduce these emissions. My wife drives a hybrid vehicle and I will be ordering a Tesla, all electric, model Y this year because we believe that this is a responsibility that we all must share. The policy put in force to address these issues must have a strong component of equity by prioritizing clean investments in areas overburdened by pollution and/or for those who don't have access. I am extremely grateful for the bipartisan nature of this project, moving us forward, while the federal government seems to be taking us backward. |

Nonetheless, the TCI’s first-decade regional benefits include (1) increases in GDP, disposable personal income (DPI), and employment, (2) better public health from cleaner air valued at $3 – $10 billion, and (3) a 20 – 25% reduction in greenhouse gas pollution from cars and trucks; while the VT-specific benefits include (1) $18 - $80 million in annual revenues to invest in low-carbon transportation options, (2) more money from the program each year than Vermonters contribute, and (3) the opportunity to make the state more affordable for low-income and rural Vermonters by lessening dependence on imported, polluting and expensive fossil fuels. |

Having not seen one snow flake since the start of the new year, we are seeing climate collapse happening before our eyes! We must make radical changes and totally reimagine the way that we transport people and goods.
I support New Jersey and it's work on a groundbreaking policy to modernize the transportation sector under the Transportation and Climate Initiative.
In order for this regional plan to work, governors of these states and the mayor of Washington, D.C., must ensure that this transportation plan is bold enough to cut harmful transportation pollution at the scale needed to avert the climate crisis. We need a plan that holds large transportation polluters accountable for the pollution they create and invests in clean transportation solutions including:
• More public transit and electric vehicle infrastructure in rural areas
• Expansion of commuter rail, electric vehicles, and streets in the suburbs that are safe, walkable, and bikeable
• Sustainable and equitable housing near transit and electric bus fleets in urban communities
Please, let's protect the planet for not only our children and grandchildren, but ourselves!
Thank you! |

Young people around the state (our newest and soon-to-be voters) are worried about climate change and looking for positive action to reduce carbon emissions and increase resiliency. With 44% of Vermont's climate pollution coming from Transportation, it is clear to me, and to our youth, that we need to be making positive changes in our transportation system. I urge Vermont to participate in the Transportation and Climate Initiative.
Vermont needs new funding source to be able to create transportation that will work for all, including families and young people. Because it is regional, and it's burden on individual households is low, TCI is the best tool we have in the near future to provide this funding.
The RGGI model provides an excellent example of how this sort of programming can create a positive change for our state. As you know Vermont has been able to weatherize many, many more low and moderate income homes than would have been possible without RGGI's $2 million dollars each year. Similar strategic funding for transportation from a regional initiative would make a very noticeable difference for our transportation system.
Our young people are asking us to make real change on climate. They deserve to have programs like TCI put into place. New forward-thinking programming and action funded by TCI will make Vermont the kind of place where young people choose to stay to raise their families. |

I am seriously concerned that much of the advocacy of persons with public administrative and political policy responsibilities have, too often identified with activities more focused on "consensus" rather than knowledge acquisition both directly and indirectly to the causes and effects of weather and long term climate results and trends and cycles. Unfortunately, for Rhode Island, the TCI Regional Policy design finds itself as completely unsatisfactory for the people of this state and needs to be rejected outright. Our Governor may have good intentions but she has been misled by the politicization of a topic which recommends a directions which may well rebound negatively to the economic and well being environment of RHode Island residents and visitors. Recent former NASA scientists and climate professionals have, in an macro set of analyses, that actions and directions as indicated by the TCI policy design begin to have a deleterious effect when about one third of the actions undertaken begin to have a negative macro effect on various carbon creation remediation activities, increasing rather than decreasing the overall carbon footprint based on the realistic need for reliable energy generation to support expansion of alternative energy activity. Additionally, this effect then expands to log kinds of trend proportions, meaning that attempts to reduce this effect until alternative energy balance is achieved costs even more than replacement benefit intended. The cost to taxpayers and ratepayers and mobile replacement remediation replacement would be enormous, again, even if only one third of the TCI policies were implemented. Recall, that tax benefit already exists to support commercial viability of alternative mobile and energy operations. The windmill experiment is supported by an infinite cost of operation escalator to keep viable. At the same time, climate claims about the albedo of the earth are being placed into doubt as the sun seems to have moved into its cooling posture and plate tectonic movements now are causing some scientists to indicated that waters are not rising in some costal venues. Rather subsidence of large portions of plates may be the cause of "deeper" waters. These conclusions need long term analysis and warn that consensus oriented policies regarding climate need much further studies before the first penny of added taxation or fees are dedicated to what in reality is consensus exaggeration. This is critical, in that, in Rhode Island, long term neglect of the infrastructure of the state has resulted in poor bridges, dams, public buildings and schools, not to mention health care facilities and the need for alternative rail and road access to places like Hartford, CT, which is going thru an economic renewal. The current TCI policy supporters have been luuled to sleep by some who claim that energy production needs from oil and natural gas are on their way out. tell that to the citizens of Middletown and Newport and some of Portsmouth. In 2019, we have a the smallest state in the union which does not have 100% residential access to natural gas lines or water lines that have been renewed or electric transmission lines that leak badly. Much need to be done now before RI decides to go on a radical "consensus" exploration. Very bad, Governor. Time to examine what benefit we get from regional committees who have done nothing for the state to have full flowing access to traditional energy, some of which leaks from Boston ports that get very cold or hot weather LNG from Russia. Time to stop this foolishness. The governor is on her way out and appears to be seeking camaraderie with public political endeavors that her party presidential candidates are highlighting to the public, it seems with not much success. Stop this endeavor. It is wrong. |

I would much prefer to ride on a train in order to go to Boston for medical and transportation connections than make the 5 hour drive to Boston. The same can be said for a trip to Portland or for even going to places like Quebec, Toronto, Buffalo, etc. Riding on the train would be much safer and pleasant than driving, using unnecessary gas and requiring much more infrastructure maintenance. Reducing the number of trucks by putting the trailers on a train would reduce fuel pollution, make the highways safer and reduce wear and tear of the roads. |
