Thank you for the work you’ve done so far to advance TCI across the region. TCI provides the opportunity to tackle the biggest problem of our day — climate change — by reducing emissions in our state’s most carbon-intensive sector, while diverting funds into much-needed transportation infrastructure that will benefit all. We can either seize this opportunity to make monumental progress and have a chance to prosper in a clean energy future, or accept a status quo that is only becoming more and more difficult for Vermonters and more harmful to our environment. Vermont, like other states, desperately needs additional funding to create innovative, equitable transportation options for all, including seniors/people with disabilities/people with low incomes, for whom transportation costs and accessibility are an added burden. TCI can provide this support. As you know, Vermont’s participation in a cap and invest program is not new. Under Governor Jim Douglas, Vermont joined the Regional Greenhouse Gas Initiative (RGGI) in 2008. This cap and invest program covers the electric sector in the Northeast, and it has proven very successful, reducing consumer costs and carbon pollution from the power sector by 40%. Vermont has strategically invested the revenues raised from RGGI, directing the $2 million annually into weatherization programs that help Vermonters stop wasting energy and save money. We know this type of project works — there is no excuse not to adopt TCI as well. I urge Vermont to participate in the Transportation and Climate Initiative so that all Vermonters live in a world where they do not have to choose between being able to get where they need to go and polluting the planet irreparably. I... read more Since whether or not Vermont joins TCI, Vermonters will pay at least some of the costs, it would seem a no-brainer that we join. Especially if we receive more revenue than we contribute. I fully agree that a significant portion of the TCI proceeds should go to reducing the energy burdens of Vermonters with low incomes. That we are the only state in the Northeast to increase greenhouse has emissions since 1990 and that our per capita emissions are the highest in New England, is a disgrace. We must do everything possible to ensure a clean future for our children and grandchildren.	-

The taxpayers voted against a gas tax in the past and if given the choice I’m sure would vote against it again (which may be why you’re trying to sneak it through without a vote) There is plenty of scientific evidence that doesn’t support climate change and we shouldn’t be forced to fund it.	-

However, I must stand against TCI, for I feel that TCI is tantamount to taxation without representation, the very dynamic which had made life under British rule intolerable. If other states had followed our lead, the problem would not have not led to suggesting such a dangerous change in governmental policy. Perhaps working with other states, we could encourage and help them to adopt some of the initiatives that we have taken, so as to increase their use of renewable energy. I strongly believe that it is Governor Charlie Baker's duty, as an elected official, to bring his proposal of adopting TCI policy to the Massachusetts legislature for a vote.	-

This is a terrible approach to taxation as it is disproportionately levied on low income people, who often have to drive distances to work multiple jobs, and young families who have children that need to be driven to doctors or other service providers. On the contrary, people who live in high income housing in the cities near their employment, medical and other providers are barely affected. Lastly TCI policies may add additional taxes without legislative approval which would be unconstitutional as it is a form of taxation without representation.	-
