Encourage fewer short car trips with alternatives that actually work, not poorly funded public transit used as a last resort or dangerous bicycle lanes that only the foolhardy will ride. The fewer cars and trucks on the road, the fewer investments we need to expand highway and road infrastructure. Modeling should also address low-income disparities in polluting effects. When averaging air quality improvements over a county or region, these disparities don’t show up. Improvements to benefit low income neighborhoods are few and the last to be implemented. For example, few people in low income areas can afford a car, and the cars purchased are usually second-hand—not the cleaner and more expensive electric vehicles. Coupled with the fact that many low income neighborhoods are located in areas with other air quality impacts (industrial and power facilities, highways and shipping terminals); models that show regional improvements gloss over the fact that there are local areas not experiencing improvements. Please model the “polluted hot spots,” and ensure that funding and improvements go to where it’s really needed.	-

Clean Air Council and other advocates across the region believe this is a critical step to improving transportation and addressing the climate crisis. If designed correctly, this program could help to create safe roads for biking and walking, more frequent and reliable public transportation, greater access to electric vehicles, and a more equitable system with cleaner transportation options for everyone in the region. Transportation is the country’s and region’s leading source of carbon emissions. Clean Air Council believes TCI will help to clean this sector up, but we need your help to move it forward. Fossil fuel companies are hard at work getting opponents to leave negative feedback in the program’s public comment portal, and we need environmentalists like you to help counteract that.	-

Like you, I am no fan of additional taxes, however; this is a tax we will not have an option to add or not add and is a two... read more Dear Governor Scott, I strongly support Vermont's joining the TCI. Like you, I am no fan of additional taxes, however; this is a tax we will not have an option to add or not add and is a two pronged benefit to our State. We will benefit in revenue beyond our contribution and we will benefit the state, regional and national climate. As other commentators have noted, the fastest way to get people's attention and participation in reducing our use of fossil fuels is in the proverbial pocketbook. Already we have a high number of hybrid vehicles (myself included since 2005) and fully electric vehicles (my daughter with a shorter commute) additional gas cost will influence our citizens to seek alternatives that will benefit us all. The additional revenue to the State can be directed to efforts to further reduce carbon pollution or redistributed to offset the costs of converting to alternative fuels, home heating, etc. This looks like a real "win/win" for Vermont, I urge you to take advantage of it!	-
