TCI Video: Cap and Invest 101

This TCI video lays out the basics behind cap and invest approaches to reduce global warming pollution. The 40 minute presentation covers how cap and invest programs work, and explores how such an approach might be designed to spur investments in low-carbon transportation. It also discusses steps that states have taken to accelerate the transition to a cleaner, more resilient transportation system.
